Mission and objectives

UNICEF is the only organization mandated by the United Nations General Assembly to safeguard the rights of all children everywhere. That mandate is rooted in the 1989 Convention on the Rights of the Child (CRC), which sets out universal and indivisible rights.

UNICEF promotes the rights and well-being of every child in everything it does. Together with our partners, we work to translate this commitment into practical action, with a dedicated effort to reach the most vulnerable and excluded girls and boys in urban and rural poor areas of Cambodia. We focus on equity, so our achievements benefit all children.

Context

UNICEF’s vision is that by 2030 children and adolescents/youth with disabilities, live in inclusive communities where get the support and services to help meet their basic needs, and to expand their opportunities to reach their full potential and effective participation. The following goals are in the centre of this approach:

• Government and other stakeholders invest in strengthened enabling environment where children and youth with disabilities have opportunities to realize their full potential (policies, coordination, etc.
• Children/Youth with disabilities, their families and caregivers are supported by inclusive services at local level (health, education, social protection)
• Children and Youth with Disabilities build their skills, participate fully in their communities and influence a decision-making process
• System Strengthening by cross-sectoral programme coordination and policy frame-work development

The Youth Volunteer will support UNICEF Cambodia in enforcing the general disability inclusion agenda as part of all sectors of Education, WASH, Child Protection and Social Protection. A specific focus will be to support the Government in enabling People with Disability access decent job opportunities, e.g. through accessing TVET institutions and decent jobs after this formalised training. The Youth Volunteer will also contribute to the overall agenda of UNICEF Cambodia of enhancing Youth Participation at different levels of the Royal Government of Cambodia (RGC).

Task description

Under the direct supervision of the Chief of Public Policy and Finance for Children (PPF4C) section at UNICEF Cambodia and Disability Focal Point for UNICEF Cambodia, the UN Volunteer will undertake the following tasks:

• Support the cross-sectoral coordination of integrated disability inclusion activities of UNICEF Cambodia, specifically support an in-depth programmatic review on Disability Inclusion and development of concrete action steps for the Cambodia Country Office
• Contribute towards technical support to RGC as part of the TVET social cash transfer programme targeting to include PWD towards formal skills training and decent jobs, specifically provide technical support to the National Social Assistance Fund (NSAF) and the Ministry of Social Affairs, Veterans and Youth Rehabilitation (MoSVY) in using the digital disability identification system to link young PWD to formal trainings and de-cent employment, this will also include regular monitoring and evaluation activities around these interventions
• Assist UNICEF Cambodia in further advancing the Youth Participation agenda at dif-ferent (national and sub-national) levels of Cambodia, specifically enabling youth rep-resentatives to be part of public budgeting processes with a focus on advocacy towards creation of fiscal space for social services and disability inclusion
