Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
The UN Women Cambodia Programme Office focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and civil society engagement in accountability for GEWE commitments. The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections. Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR). A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.
UN Women in Cambodia office has empowered LGBTIQ persons/communities, especially LBT Women through feminist principles to strengthen networking and advocacy for policy and institutional transformation. Over years, UNWOMEN has contributed to promoting LGBTIQ right and increasing engagement of LGBTIQ communities, dialogues/platforms both at national and sub-national level to discuss top three priorities (legal recognition of gender identity, discrimination and employment, and social and family exclusion). Building on our lessons learnt, UNWOMEN in Cambodia continues to support the LGBTIQ community to engage with policy dialogues, activism campaigns such as Pride Week and 16 Days of Activism and to capacitate LBT Women to apply feminist transformative leadership to enlarge networks, including for the purpose of advocacy. Further, Youth Leadership Academy (YLA), developed by Cambodia gender advocates and purposefully designed to promote feminist leadership, has proven record in contributing to support Cambodia young women with less or no privilege to realize their potentials and increased confidence to apply feminist leadership to network and act for gender equality and women’s empowerment. The overall goals of the Youth Leadership Academy are:
- To provide a safe and respectful space for young women with leadership potential to develop their capacity in critical thinking on a range of skills/knowledge from conceptual frameworks to approaches to techniques, using a multi-disciplinary approach, including the social sciences, STEM, cultural studies, arts, etc.;
- To develop transformative and adaptive leadership models that are applicable in the rapidly developing context of Cambodia;
- To build and sustain a network for feminist collective action
- To promote inter-generational feminist dialogue and learning.
The office intends to explore if YLA programme possible to apply for men group. Hence, consultations with various age of men groups to build understand on male perspective on gender equality and feminist leadership, challenges of being Cambodian men and opportunities to apply YLA promoting feminist leadership with men groups. Therefore, the programme is looking for a national LGBTIQ Right and women’s leadership Facilitator to work with programme staff to establish a space for dialogue between government and LGBTIQ and women activists/organisations to utilize social media safety to advocate for LGBTIQ rights and gender equality.
At the sometime, as HIV/AIDS continues to be a major public health challenge globally, with significant social and economic impacts. The epidemic disproportionately affects women and girls and new cases in Cambodia has been significant observe in youth group and MSM population. These high-risk population group often face more severe consequences due to biological, social, and economic factors. A gender-sensitive approach to HIV prevention and protection is essential for addressing these disparities and improving health outcomes. As part of This Gender and HIV Protective Program aims to integrate gender perspectives into HIV prevention, treatment, and care strategies to enhance their effectiveness and sustainability. In Join Programme UN Women has been working on addressing HIV/AIDs prevention from a rights-based perspective by working with high-risk population group and with marginalized population including women affected by HIV. To continue the work to address the prevention of HIV/AIDS epidemic, UN Women integrate the gender responsive HIV/AID prevention work with LGBTIQ movement to enable to outreach to LGBTIQ community while also provide safe space for the community to echo their voice on the quality of the service.
The consultant will be reporting to Country Programme Coordinator, and will be supported by National Programme Officer, who will be the point of contact on the contract and payment issues.
Duties and Responsibilities
The purpose of the assignment is strengthen youth movement to bring about gender equality by using gender transformational leadership and human right based approach and contributing to preventing HIV/AIDs epidemic. The scope of work also includes provision of technical support to implement Youth Leadership Academy (YLA) with young women who have limited or no privilege. At the same time, the scope of work will also be working collaboratively with LGBTQI movement to integrate information related to HIV/AID prevention.
A LGBTIQ Rights and women’s leadership facilitator will work closely with UNWOMEN’s Programme Team and under the supervision and guidance of the National Country Coordinator to perform specific tasks below:
Provision of technical support to integrate HIV/AIDS prevention work with high-risk population group including Youth, MSM and transgender women.
- Support the conduction of the dialogue on LGBTIQ rights and the right to access HIV/AIDS prevention services with LGBTIQ community which will reach to 70 people.
- Integrate the information about HIV/AIDs prevention services in the road show for community dialogue and information sharing to provinces reaching to at least 30 people LGBTIQ individual.
- Provide technical input to the production of IEC materials on HIV/AIDS to fit with LGBTIQ needs with human rights based approach
- Conduct Monthly social media post to empower high-risk population to access HIV/AID prevention services
- Integrate the information on the right to access HIV/AID prevention services in the pride event
- Conduct a networking event with at least 50 people to exchange information and story about LGBTIQ well-being and rights as well as raising awareness on the right to access equal, safe and non-discriminatory HIV/AID prevention services including testing.
Provision of technical support to co-lead the implementation of Youth Leadership Academy (YLA) Group 4, including mobilization, selection of participants and leading in organizing and monitoring for a successful YLA Group 4. The consultant expected to work very closely with relevant programme team and another resource person for co-implementation. The major key tasks include:
- Lead in implementation of Youth Leadership Academy (YLA) Group 4. This includes planning, reviewing and updating materials where it needs, mobilization of engagement of the YLA core group, and mobilization of participants with a great extent of participatory process;
- Lead in designing and conduct of outreach for selection process, including reviewing and updating the registration form, announcement and organizing for information session both in person and virtual forms;
- Led in in conducting an inception workshop with identified YLA G4 potential participants, involving preparation of concept note, agenda as well as materials needed;
- Lead in organizing a foundation workshop (3-4 day workshop with around 20 participants);
- Co-facilitate the foundation workshop and follow-up workshop together with YLA core group. The full YLA programme involves 3-4 day foundation workshop and a sequence of 3 follow-up workshops, with 2 day for each workshop;
- Support participants of YLA G4 to have regular meeting/discussion with their identified mentors who are member of YLA core group and YLA Group 1
- Monitor the progress of the YLA programme, including pre and post test, conducting key informant interview with participant and document story of change, and workshop reports
Provision of technical support to apply Youth Leadership Academy Programme with young men. The key tasks include:
- Co-facilitate to conduct consultations and interview with identified young men or small group of young men via established networks. The consultation should focus on young men perspective on gender equality, feminist leadership, challenges of being a man in their context as well as opportunities/entries points to support men, especially young men to apply feminist leadership.
- Support in developing a concept note, including guiding questions for conducting consultations/dialogues with men
- Lead in identifying male networks and potential young men for consultations
- Provide detail notes on consultations, including key findings and suggestions
- Support in mobilization of core group of Youth Leadership Academy with the process of consultations with men

Consultant’s Workplace and Official Travel
The consultant will work in close collaboration with the UNWOMEN personnel in Cambodia under the direct supervision of the country programme coordinator. A workstation will be provided to the consultant to ensure effective consultation and support. The Consultant will bring his/her own personal computer to conduct this assignment. The consultant may be required to travel outside of Phnom Penh as needed for the purpose of the assignment where required by UN Women-Cambodia. The standard UN Daily Subsistence Allowance (DSA) will apply to any travel outside duty station that may be required in the fulfillment of this assignment.

Required Skills and Experience
Education and Certification:
- Master’s degree in development studies, law, international relations, human rights, and other relevant disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:
- At least 2 years professional experience in designing and implementing community mobilization, campaign and advocacy for promoting gender equality and human rights.
- Have good understanding and knowledge of women human rights, gender issues, non-discrimination and community participation is preferred.
- Experience in group facilitation using a participatory, inclusive approach to managing for learning purposed and honing agreements.
- Experience in facilitating learning with youth and diverse community groups.
Languages:

Payments
Payments for this consultancy will be based on the achievement of deliverable and certification that each has been satisfactorily completed. Payment will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes on satisfactory completion of task. Payments will be made upon submission of deliverables with an approval of the National Country Programme Coordinator. Travel cost will be reimbursable based on actual expenses and proof of document and complied with the UN Women travel policy. And the travel cost will not be included in the contract value.
