The IRC has been operational in South Sudan since 1989, and currently has programming in Northern Bahr El Ghazal, Lakes, Unity, Upper Nile, Eastern Equatoria and the Central Equatoria States. The IRC has been selected by the Ministry of Finance and Planning of the Republic of South Sudan to implement emergency flood response activities in selected counties in Norther Bahr el Ghazal State for a period of 2 years, as part of the World Bank funded project, Enhancing Community Resilience and Local Governance Project Phase II (ECRP II). 
Position Summary
The IRC is seeking a Project Manager, who will be responsible for overseeing the implementation of the project activities: emergency flood response, community resilience, and infrastructure development in Northern Bahr el Ghazal State. The ideal candidate will have a strong background in project management, and experience working in humanitarian or development projects in disaster contexts. They should also possess excellent leadership, communication, and interpersonal skills.
Job Responsibilities 
The Project Manager’s major responsibilities shall include but not necessarily be limited to the following:
1.Project Management:
•Lead the collaborative preparation, design, and execution of project work plans and schedules to the agreed upon deadlines
•Supervise the development of project deliverables 
•Ensure quality control and quality assurance throughout the project.
•Coordinate with relevant stakeholders, including government agencies, NGOs, communities, and contractors.
2.Emergency Flood Response:
•Lead the implementation of emergency flood response activities in targeted areas.
•Coordinate with local authorities and communities to identify urgent needs and prioritize interventions.
•Oversee partners and engineering teams who will be responsible for the rehabilitation of damaged infrastructure, including civil works.
•Ensure that emergency response activities are conducted in accordance with established guidelines and standards.
3.Community Resilience Building:
•Oversee  teams who support communities' capacities to prepare for and respond to floods through training and awareness-raising activities.
•Facilitate the formation and support of Operation and Maintenance (O&M) committees.
•Develop and implement maintenance plans for rehabilitated and constructed infrastructure.
•Promote community participation and ownership in project activities.
4.Infrastructure Development:
•Provide overall oversight and guidance to the engineering team.
•Ensure that infrastructure projects are implemented in accordance with design specifications, quality standards, and climate-resilient principles.
•Collaborate with infrastructure experts and other relevant team members to ensure effective coordination and implementation of infrastructure projects.
5.Environmental and Social Safeguards:
•Oversee the implementation of environmental and social safeguards measures.
•Ensure compliance with relevant policies and procedures.
•Conduct stakeholder consultations and address grievances.
•Monitor and report on environmental and social impacts of project activities.
6.Financial Management:
•Oversee project finances and ensure effective use of resources.
•Prepare and submit financial reports as required.
•Comply with donor regulations and reporting requirements.
7.Monitoring and Evaluation:
•Collect and analyze data on project progress and outcomes.
•Prepare regular progress reports and evaluation reports.
•Identify and address challenges and make recommendations for improvement.
•Review and contribute to the Employer’s Quality Health and Safety, Social and Environment plans and ensure its compliance.
•Ensure on site works are provided in accordance to all Health and Safety, Social and Environmental requirements, norms, national and international best practices 
•Contribute to development, implementation, monitoring and updating of the Project plans and strategies in order to ensure delivery according to the scope budget and time.
8.Stakeholder Engagement:
•Maintain strong relationships with government agencies, NGOs, communities, and other stakeholders.
•Facilitate effective communication and collaboration among stakeholders.
•Address stakeholder concerns and ensure their active participation in project activities.
9.Construction works supervision
•Manage contractors and contract execution to ensure delivery according to the scope, budget and time and in compliance with the Employer’s Requirements.
•Formulate and/or check and revise Terms of Reference, scope of works and all technical documents/designs in line with the national legal framework and World Bank norms and standards.
•Facilitate relationships amongst construction supervisors, contractors, designers and local authorities.
•Ensure the Construction Supervisor provides reports on the activities specified within the valid law for planning and construction.  
•Satisfactory management of construction contracts that avoids construction disputes and/or claims.
10.Quality Control
•Supervise quality of the construction materials and collected attest documentation.
•Verify and contribute to technical specifications of products, apparatus, services and associated quality material
•Ensure the contractor provides method statement for works prior commencement and perform the quality check of the presented document.
•During the Defect Notification Period (DNP), intervene as required and liaise with the contractor to fix in a timely manner issues that arise and covered by the defect notification period.
•Ensure project outputs are delivered as per designs and standards, project reports and during project implementation.
•Submission of all data and reports collected during the assignment.
Requirements:
•Master's degree in social science, project management, rural development, or any other related field 
•Minimum of (10) years of work experience, five (5) of which must be in a managerial role. 
•Proven ability to negotiate through political and institutional sensitivities to build consensus and ensure positive outcomes for the project. 
•The ability to manage large multi-sectoral technical projects in a complex environment 
•Fluency in Quality Assessment and Quality Control procedures for technical projects.
•Knowledge of and experience in institutional arrangements, and political environment associated with community infrastructure development in South Sudan. Existing connections and relationships with local technical agencies will be an advantage.
•Proven experience in project management related to resilient infrastructure in South Sudan and in particular, NBeG and/or Warrap States will be an added advantage.
•English written and oral communication is necessary. Skills in the local languages (Arabic, Dinka, and Nuer) will be an added advantage.
