  1. Role and responsibilities

 

Generic responsibilities 

 

  • Supervision of Daily Workers and Incentive Labor
  • Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations 
  • Assist with the implementation of the WASH portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents in both hard and soft copies
  • Ensure that projects target beneficiaries most in need, and explore and assess new and better ways to assist
  • Actively participate in capacity building trainings, workshops and seminars organized by NRC.
  • Contribute to organizational learning through the provision specific community mobilization and technical analysis, lessons learned and reports

 

Specific responsibilities 

 

  • Conduct needs assessments, focus group discussions, community meetings, and other community mobilization activities 
  • Explain to the beneficiaries and stakeholders project implementation methodology, BoQs, designs, scope of work, selection criteria, best use practices for materials and any other related beneficiary project documents
  • Carry out regular follow-up visits with selected project beneficiaries during and post-project implementation
  • Preparation of daily/weekly progress reports, instructions to contractors, variance orders, 
  • Produce full set of technical designs including site level BoQs and BoQ amendments, Scope of Work in accordance with NRC Technical minimum standards. Document existing condition of site/unit.
  • Responsible for ensuring that safety of beneficiaries and workers in maintained throughout project implementation and that proper measures are taken to ensure safety concerns are immediately rectified according to safe and inclusive programming guiding principles.
  • Respond to any project beneficiary information requests and complaints as directed by Project Coordinator and M&E unit.
  • Report on daily activities of Incentive labour and complete documentation in regard to attendance and performance
  • Participate in activities at distribution sites including registration of recipient households, verification of IDs, and signing of distribution lists by beneficiaries
  • Support household level M&E activities and develop success stories from project implementation.
  • Ensure the well establish of complaint and feedback mechanism in WASH operation by following MEL and CFM SoP and procedures.
  • Perform any other task relevant to the position as requested by the Project Coordinator and/or the Project Manager.

  • Logistics and Procurement: Logistics Officers/Assistants, Logistics Coordinator, Area Support Manager ASM.

1. Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

 

Generic professional competencies: 

  • Experience working as a construction engineer (or Equivalent) in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts including White Nile State
  • Documented results related to the position’s responsibilities
  • Fluency in written and spoken English. Knowledge of additional local dialects is a plus.
  • Sound understanding of humanitarian principles, SPHERE standards

 

Context/ Specific skills, knowledge and experience: 

  • Minimum of bachelor’s degree in civil, Water, Environment or other WASH related engineering fields
  • Minimum three years’ experience with construction works including WASH related constructions.
  • Social work, construction or similar background
  • Basic knowledge in developing and following through on community mobilization and technical implementation of construction project.
  • Experience in overseeing site/unit level construction activities
  • Basic knowledge in documenting progress of construction related shelter activities
  • Experience in monitoring construction activities/contractors.
  • Experience in working at distribution sites
  • Experience in conducting needs/vulnerability assessments and previous participation in beneficiary selection processes.
  • Experience in working with vulnerable households in a camp setting with an NGO, charity or similar organization.
  • Experience in filing out BoQs and Scope of Work documentation 
  • Proven experience in performing assigned tasks in an efficient and effective manor
  • Experience in field level coordination with community stakeholders, and local government officials and Basic experience in coordinating the technical aspects of implementation activities carried out by Daily/Incentive labour teams
  • Local knowledge of areas of implementation and local building practices
  • Strong communication, interpersonal, analytical and negotiation skills including the ability to explain and present technical information.
  • Good computer skills, especially in Word, Excel 
  • Strong experience in CAD software programs.
