The Public Sector Clients Department, Region 1 (PSC1) is responsible for identifying, originating, preparing, executing, and investing in projects with public sector clients in South Asia (except Afghanistan and Pakistan), South East Asia, the Pacific Islands, and Sub-Saharan Africa across the range of AIIB-covered sectors through various financing instruments and solutions. PSC1 leads the coverage of public sector clients, taking responsibility for project preparation, due diligence, and approval processes of projects; ensuring key economic, commercial, financial, and legal issues are considered and incorporated in the financing structure and legal documentation, and followed through during the implementation phase. The sectors covered by PSC1 financing include transport, energy, water, sanitation, urban, health, education, digital and other productive sectors linked to infrastructure.

The Investment Officer – Water & Health will contribute towards AIIB’s overall lending program by supporting the planning, design, preparation, and implementation of projects/programs that will help meet the rapid growth demands of the sector. The Officer will be responsible for increasing investments in climate change and resilience and for designing, preparing, appraising, and monitoring water resources management, irrigation and drainage, flood control, water supply and sanitation, and wastewater management projects. The Officer is also expected to contribute to AIIB's emerging focus on health sector investments, providing sovereign clients with financial and technical support for their healthcare initiatives.

The Officer will also be responsible for understanding and responding to the water sector challenges facing Asia and the Pacific which include the need for more effective management of water resources; efficient water uses to meet the demands in the water and sanitation and irrigation sectors; and effective wastewater and stormwater management for pollution control and flood mitigation, both in urban and rural environments. This versatile role will involve responsibilities across infrastructure investments, including healthcare infrastructure, ensuring that both water and healthcare outcomes are supported through sustainable and resilient solutions, contributing to broader community well-being.

Accountabilities & Responsibilities

  • Provide technical inputs into the design of projects, leading to technical quality assurance of the projects throughout the project preparation process up to Board approval, across various lending modalities including PBL, RBL and the project loans and non-lending modalities. 
  • Help oversee the implementation of AIIB's water operations with the objective of enhancing quality and accelerating project implementation, with a focus on delivering results.
  • Lead or participate in dialogue with clients and other stakeholders on strategic water and health sector issues ensuring alignment with AIIB's strategy and the needs of the client countries. Advise clients on the preparation of technical and feasibility studies and technical design of projects, leading to investment prioritization and cost-effective solutions to water sector investments.
  • Lead or participate in the missions and other activities for the administration of investment projects and provide technical advice to government implementing units.
  • Contribute to the loan administration, and monitoring of the implementation of infrastructure projects, ensuring compliance with international best practices, and timely delivery of outputs.
  • Conduct project risk assessment of the projects and programs and advise project teams on mitigation strategies to manage such risks.
  • Carry out due diligence and institutional assessments on executing agencies, including implementation capacity assessments of project counterparts.

Knowledge, Skills, Experience & Qualifications

  • A minimum of 5 to 8 years of relevant work experience in the water sector. The candidate's track record and experience could combine technical expertise in institutional, climate change adaptation, climate risk assessment in water infrastructure, and economic water issues.
  • Extensive international project experience in water projects. Experience in water management issues in developing countries in general would be desirable. Additionally, an understanding of  healthcare infrastructure would be a plus.
  • In-depth technical knowledge in areas such as water supply, sanitation, flood management, and healthcare infrastructure.
  • Proven experience in coordinating and/or managing large or multidisciplinary water programs would be an added advantage. 
  • Strong ability to lead teams and manage complex programs, with potential for leadership in large-scale projects across both water and health sectors. 
  • Ability to forge partnerships with clients, co-financiers, and other stakeholders across both water and health sectors, ensuring alignment with AIIB's strategic priorities.
  • Organizational and project management skills to conduct day-to-day management of a project portfolio of water and healthcare projects effectively, including oversight of procurement and contract administration.
  • Master's degree in a technical field relevant to water, either water supply and sanitation; water resources management; wastewater management; irrigation, flood management and drainage, natural resources management; or other related fields with significant water sector competence.
