DEVELOPMENT OF AN RMNCAH&N STRATEGIC PLAN (2025 -2030) FOR BOTSWANA

Background

The Government of Botswana is committed to improving reproductive, maternal, newborn, child, adolescent and elderly people’s health and wellbeing, and to attaining the health-related Sustainable Development Goals (SDGs) 3 (“Ensure healthy lives and promote well-being for all at all ages”) and 5 (“Achieve gender equality and empower all women and girls”), to which it is a signatory.Botswana has made significant efforts in the implementation of various high-impact evidence-based interventions across the continuum of care, as guided by national policies, guidelines and protocols. Despite this, several health system challenges still need to be addressed to facilitate effective and efficient implementation of reproductive, maternal, newborn, child and adolescent health and healthy ageing and nutrition services.

Botswana is also committed to implement global and regional frameworks to advance Sexual and Reproductive Health and Rights (SRHR) under the umbrella of SDG 3 in line with the Global Strategy for Women, Children and Adolescents Health (2022 – 2030).Reproductive Maternal, Child and Adolescent Health and Nutrition (RMNCAHA&N) is a key focus area of the Ministry of Health Strategic Plan.

The previous RMNCAHA&N Strategic Plan was from 2018 to 2022, thus there is the need to conduct a program review and the findings of the review used to guide the development of the next RMNCAHA&N Strategic Plan (2025- 2030).The focus of the strategic plan is on the implementation of high-impact evidence-based RMNCAHA&N interventions across the life course.

It is against this background that the Ministry of Health is seeking to engage a national consultant to support the RMNCAHA program review and the development of the RMNCAHA&N Strategic Plan (2025-2030).

Overall objective of the assignment

The overall aim of the assignment is to facilitate the RMNCAHA&N Program Review and development of the RMNCAHA&N Strategic Plan for Botswana

Specific Objectives:

·To provide sustained technical support to the Ministry of Health, working closely with the Technical Working Group (TWG), all key stakeholders during the process of the Program Review and Strategic Plan development.

·Assess progress made towards achieving objectives and targets as indicated in the national strategies for the various components of RMNCAHA&N and other strategic documents/plans for RMNCAHA&N programs.

·Identify key elements of success, and challenges in the implementation of the interventions including facilitating factors, constraints, bottlenecks, and best practices.

·Document best practices, lessons learned and make recommendations for improving RMNCAHA services.

·Develop a National Integrated RMNCAHA&N Strategic Plan in line with the Global Strategy for Women, Children and Adolescents Health (2016 -2030).

·To facilitate stakeholder consultations and the validation process

Tasks for Consultancy

Preparation Phase

  1. Develop a protocol and detailed workplan for all activities necessary for the Program Review and the RMNCAHA&N Strategic Plan development.
  2. Identify and collect all existing documents (plans, reports, reviews, assessments, surveys) related to RNMNAHA&N and health system.

3.Conduct an inception meeting/workshop to orient the TWG, relevant program officers, and partners including representatives from UN agencies on the process, review tools and build consensus for the review.

Program Review Phase

  1. Adaptation of WHO revised program review tool including the facilitator guides and data templates to country context
  2. Desk review of strategic documents and DHIS2 data mining and populating the review tool with relevant information/data

3.Process all data, information and analysis and consolidation of key findings from program review

4.Serve as content producer and facilitate technical discussions, stakeholder workshop for review and validation of the findings from the program review and conduct gap/bottleneck analysis

5.Finalize the RMNCAHA&N program review report

Strategic Plan Development Phase

1.Support substantive discussions, summarize outputs of consultations and document decisions made to support Strategic Plan development

2.Work with the TWG to compile the various sections of the strategy document and write the final draft RMNCAHA&N Strategic Plan (including the M&E Framework) for validation

3.Facilitate stakeholders’ meeting for consensus building and validation of the Strategic Plan

4.Finalize the RMNCAHA&N Strategic Plan

Required qualification, skills and qualities

1.A minimum of a Master’s degree in Public Health or Obstetrics/ gynaecology, or Paediatrics and related RMNCAH & N health program, with a higher qualification being an added advantage

2.At least 5 years’ experience in programme reviews within RMNCAH and / or related assessments or health sector reviews and development of strategic documents

3.Excellent command of written and spoken English

4.Very good presentation and report writing skills

5.Familiarity with the Botswana Health system

6.Demonstrable good leadership and management skills and experience in leading similar reviews and development of strategic documents will be an added advantage
