What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

In December 2023, the ICRC launched its 2024-2027 institutional strategy, articulated around 7 strategic orientations and cross-cutting approaches.

In the context of Strategic Orientation 7 – Accelerating the Digital Information and the cross-cutting approach on Impact, Evaluation, Learning and Innovation, the Digital Transformation & Data (DTD) division is reaffirming the importance of data literacy, evidence-based decision-making as well as data governance and data protection.

Within the context described above, to support this mandate, the DTD-Data Unit is enhancing its Data & Analytics Centre of Excellence (CoE) in Belgrade. The CoE’s continued focus will be on delivering high-quality, data-driven insights that support evidence-based decision-making, in alignment with the institutional strategy.

 

The Data & BI Specialist will transform data into insights that will lead to informed business decisions at the institutional and metier levels and support ICRC Institutional Strategy and Performance Monitoring. You will enable fact-based decision-making by delivering actionable data-driven insights and advocate a client-focused approach, focused on business value.

Accountabilities & Functional responsibilities

 

Data Quality

  • Assists in improving, developing & applying data quality monitoring processes & tools and contributes where appropriate to DQ control automation
  • Monitors data quality controls and consolidates, and implements corrective actions
  • Analyses DQ trends and reports findings to relevant stakeholders

 

Data Analytics

  • Is accountable for creating high-quality, actionable analyses/reports on a recurring and ad hoc basis using internal and external data, to enable evidence-based decision-making or use of data in daily activities
  • Applies best practices for data management and continuously improves processes
  • Assists reflection for the institution on performance measures, and improvements in the functional area of expertise and provides ongoing support with data and analysis
  • Ensures the coherence of data with field reports, particularly for institutional reporting

 

Advanced Analytics

  • Applies tools, programs own scripts and libraries for data analyses and transformations
  • Researches, retrieves, transforms, cleans, and structures data of varying quality and structure
  • Identifies data trends, hidden patterns and generates valuable insights, and assists in building predictive and machine-learning models

 

Data Support

  • Ensures continuity and smooth transition of data entered across systems
  • Contributes to the development of the data model and referential data for analysis
  • Ensures compliance with regulations and keeps updated Data Management documentation
  • Contributes to the definition of testing strategy for the Information Systems. Executes testing of data, reporting and analytical reports.

Additional duties

  • Data Quality Improvement: Enhances data quality for institutional monitoring frameworks, ensuring integrity and harmonization of data
  • Indicator Identification: Aids in identifying shared indicators across services and contributes to the development of the Institutional Data Warehouse
  • Dashboard Management: Maintains existing dashboards and develops new ones
  • Lifecycle Management: Oversees the lifecycle of dashboard objects and the Data Catalogue, including validation, publishing, consistency, maintenance, and deletion

Certifications / Education required

  • University degree/similar degree in IT
  • Excellent command of English
  • Excellent computer proficiency (MS Office suite or similar)
  • Proven understanding of BI tools (Tableau, PowerBI)
  • Solid understanding of SQL syntax and relational databases
  • Knowledge of ETL processes is an asset

Professional Experience required

  • Typically 6 – 9 years’ overall professional experience
  • Confirmed experience in a similar field (4 years), including 2 years in large international organizations
  • Ability to efficiently work on multiple tasks and prioritize among objectives and project results
  • Committed and highly motivated teammate
  • Creative and innovative thinking in developing solutions to complex business problems
  • Ability to challenge the way things are done and look at ways to optimize processes; identify weaknesses and proactively propose corrective action
  • Attention to detail and accuracy

  • Self-motivated and flexible, with the ability to deal with complexity, change and evolving processes, often on short notice
