Caution: This role is national, only Intenal candidates from Afghanistan can be considered.

  • Generic responsibilities:
  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Assist a range of support with the implementation of the shelter portfolio according to plan of action.
  • Implements independently procedures and activities within own shelter as delegated.
  • Responsible for organising and delivery of tasks in line with priorities and standards.
  • Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
  • Use initiative in day-to-day problem solving in line with agreed procedures, priorities and standards for the area of work.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents. 
  • Promote and share ideas for improvement in your area of expertise.

Specific responsibilities 

  • Identify Shelter needs of the IDPs, Returnees and Host’ families in communities.
  • Conduct Shelter , shelter upgrade and cash for rent needs assessments, shelter technical assessments.
  • Supervise the delivery, distributions, and implementation of (Shelter) interventions in field.
  • Ensure all work is carried out as per the community needs and project standards.
  • Monitor the Shelter upgrade, cash for rent and all shelter issues within target communities through the ‘Community Leaders’, as well as directly through spot checks and assessments.
  • Provide daily, weekly, and monthly reports to shelter officer/coordinator on project progress against work plan.     
  • Plan and distribute cash and shelter In-kind items to target beneficiaries.
  • Quality check from shelter In-kid items in the field and prepare the QC report to shelter coordinator.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responsesAny others task given by the direct supervisor.

Generic professional competencies: 

  • Experience from working within technical expertise area in a humanitarian/ recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Some knowledge of English language
  • Knowledge of cash-based interventions and market-based programs

Context/ Specific skills, knowledge and experience: 

  • University degree in civil/construction engineering and other relevant institution or diploma is required. 
  • Minimum 2 years of experience working with INGOs in a similar role as Shelter Technical Assistant preferably engaged with shelter activities
  • Previous work experience with a satisfactory performance in the same or similar building construction functional area preferably with UN or INGOs.
  • Excellent communication skills.
  • Good knowledge of computer applications uses ideally Microsoft Office package.
  • Good in English language both written and spoken plus excellent understanding of the local languages Pashtu/Dari
