Overview of position

Under the overall supervision of the Senior Programme Coordinator -DTM and the direct supervision of DTM Information Management & Data Analysis Officer, Senior Project Associate (Information Management-DTM) will be responsible for supporting all aspects of the Information management development and implementation of different Interactive dashboards, providing data analysis, and disseminating information that can translated into evidence for decision making. As well as on the following activities.

Role objectives
  • Core Functions / Responsibilities:

    1. Collaborate with the reporting team and management to understand information needs, and coordinate with the Database Assistant to design and implement SQL views and output tables. Ensure these designs follow industry-standard principles and patterns for high reusability and maintainability.
    2. Work closely with management to maintain data consistency and accuracy. Provide statistical information and mapping solutions to meet internal and external information requests.
    3. Use SQL views and output tables to generate analytical reports, interactive visualizations, and geospatial maps in Excel, Power BI, and GIS. Tailor these products to support top management decisions and meet the needs of other programs and external agencies.

    4.Oversee Business Intelligent Profiling BIP including preparing, cleaning, transforming, and maintaining the integrity of all relevant data,interpreting and analyzing the relevant raw data into meaningful information and key findings.

    5.In collaboration with the Data Analysts and Database Officer, work on determining and locating appropriate data sources that meet with reporting requirements. In addition, to ensure the proper access to the needed data sources.

    1. Conduct thorough data quality checks on all DTM datasets, including but not limited to BMA, CBNA, and Flow Monitoring databases. Support the design of data quality feedback tools to provide near real-time quality assurance reports to enumerators for improved data quality.
    2. Visit field offices regularly to provide training and supportive supervision to data entry clerks, ensuring the quality of data entered into IOM databases is maintained at the highest standard.
    3. Support the development and refinement of statistical models to forecast the impacts of climate change on human mobility, including displacement, migration, and return patterns. Utilize advanced modeling techniques to analyze environmental data and its correlation with migration trends, thereby aiding in the preparation and response strategies for anticipated changes in mobility dynamics.
    4. Coordinate the efficient dissemination and publishing of DTM datasets and IM products via platforms like the Humanitarian Data Exchange (HDX) and the DTM website, maintaining data accuracy and accessibility.
    5. Execute additional tasks as assigned by the line manager.

    Required Qualifications and Experience

    Education

    ·Bachelor’s degree, equivalent or higher, in Information Technology, Computer Science, or related course with five years of relevant professional experience in data management, preferably in crisis and humanitarian situations,

    or

    ·High School diploma with seven years of relevant professional experience in data management, preferably in crisis and humanitarian situations

    Experience

    Experience with International Organizations, INGO or LNGOs is an advantage; knowledge of DTM activities and datasets is a strong advantage.

    SKILLS

    ·Database Design and Management: Proficient in MS Access, Excel, and MySQL, essential for designing and managing databases efficiently.

    ·MS Office Expertise: Strong skills in MS Access, Excel, PowerPoint, and Word, crucial for data processing, reporting, and presentation creation.

    ·Visualization and GIS Proficiency: Good knowledge of Power BI, Tableau, and GIS tools like, Google-Earth Engine, QGIS and ESRI ArcGIS Pro, necessary for creating interactive visualizations and managing spatial data.

    ·Web Design and Programming: Skills in PHP, HTML, and DRUPAL are required for effective web-based database programming and administration.

    ·Publication Development Skills: Experience in drafting text, graphic design, and layout using tools like In-Design, Adobe Photoshop, and Illustrator.

    ·Climate and Environmental Data Analysis: Understanding of statistical modeling techniques and GIS applications to analyze and forecast the impacts of climate change on human mobility.

    Humanitarian Indicators Knowledge: Familiarity with the development and application of humanitarian indicators to enhance data-driven decision-making in humanitarian contexts.

    Languages

    • For all Applicants, fluency in English is required (oral and written).
    • Working knowledge of Pashto or Dari is required.
    • Fluency in all national language(s) are highly advantages.
