Terms of Reference

1. General Background of Project or Assignment:

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people. An unprecedented 82.3 million people around the world have been forced from home. Among them are nearly 26.4 million refugees. Responding to the needs of children is a core component of UNHCR's protection mandate.

Gender-based Violence (GBV) is a human rights abuse and women and girls are disproportionately affected by GBV around the world. In displacement contexts, GBV is often heightened, particularly during emergencies. Individuals who are asylum-seekers, refugees, stateless, internally displaced, and who are returnees (collectively referred to as persons of concern (PoC) to UNHCR) are at-risk of GBV, irrespective of age, gender or other diversity considerations. For UNHCR, preventing, mitigating and responding to GBV is a core part of the mandate to protect.

The Field Protection Service within UNHCR Headquarters’ Division of International Protection helps to strengthen preparedness and response to the most critical protection risks, faced by the persons of concern, through analysis, operational guidance to field operations, emergency deployments, and mobilization of partners and other stakeholders. It also analyses and strengthens protection knowledge and skills within UNHCR and partners to address acute protection concerns arising from conflict, disasters and the adverse effects of climate change.

An essential part of GBV programming is case management, and UNHCR’s ability to support its operations and partners to provide quality GBV case management is necessary for it to fulfill its protection mandate. Since 2014, the GBVIMS Global Team has been implementing a methodology of GBV Case Management Capacity Building, known as the Case Management Capacity Building Initiative (CM CBI). The model includes training of workforce with GBV responsibilities, to then provide mentored step-down trainings to other staff and receive on-going coaching. UNHCR as part of its efforts to ensure consistent and quality services across is operations is seeking a consultant to adapt this model to meet the needs of UNHCR workforce and is specific role in case management and supporting partners to implement quality GBV services. The consultant would be responsible for the adaptation of the materials and approach, as well as the piloting of the adapted model, and supporting the implementation of the finalized model in at least one context.

3. Overall Purpose and Scope of Assignment:
Concise and detailed description of activities, including measurable outputs and delivery dates, impact indicators (what qualitative and quantitative results would be achieved upon completion of individual contract), performance indicators (time lines, value of the service rendered in relation to the cost, timeliness) and work plan
Under the direct supervision of the GBV officer, the incumbent will be responsible for undertaking activities for the following workstreams:
• Desk review of existing capacity and responsibilities of UNHCR workforce
• Consultation with operations and regions and GBVIMS Case Management Task Force
• Develop recommendations based on consultations Capacity Development Strategy to inform the implementation plan.
• Adapt and finalize a CM CBI model and its related training materials, with a focus on staff responsible for technical support, oversight and monitoring of partners implementing GBV case management services. Will require development of new content to complement existing training materials.
• Pilot of adapted tools in one region, including in-person training and on-site coaching.
• Implementation of finalized model in two regions, including in-person training, on-site and remote coaching.
• Provide on-going technical supporting to a community of practice of trained GBV Case Managers.
• Participation in GBVIMS Case Management Task Force, contributing to interagency coordination and work.
• Development of global action plan for UNHCR’s implementation of the adapted CM CBI model and recommendations.
• Data collection and analysis on WLO and coordination mechanism mapping.


4. Required level, qualifications and work experience:
The assignment is for an Individual Consultant
Qualification and experience required (degree required, years of work experience, field of expertise, language required):
• Advanced degree in a relevant field such as Social Science, Public Health, Psychology, Human Rights, International Development, Political or Equivalent.
• In addition to an advanced degree, at least 6 years of professional experience in the field of gender-based violence with a minimum of 3 years in GBViE with a focus on delivery or leading GBV Case Management interventions.
• Previous experience implementing Case Management Capacity Building Initiative and implementing GBV programming with UNHCR.
• Extensive conducting GBV Case Management trainings, ability to facilitate and adapt materials to be contextually appropriate.
• Experience creating and implementing capacity building strategies for GBV workforce, utilizing M&E tools to measure progress towards outlined objectives.
• Excellent interpersonal skills and ability to work effectively in a multicultural and changing environment, communication skills, teamwork, analytic thinking, planning and organizing, time management, creativity and innovation, and client orientation
• Good verbal and excellent written communication skills.
• Experience in and knowledge of forced displacement settings
• Demonstrated ability to handle resistance to gender transformation change
• The candidate must present a sample of previous work done on training or adaptation of GBV response tools in a humanitarian context
• Fluency in English; language skills in French are highly desirable.

• Revise and disseminate mapping tools for WLO engagement survey in Kobo or similar software.
• Desk review of nexus mapping to update and revise existing analysis and report.
• Desk reivew and initial consultations with HQ, RBs and Operations on CM CBI and CM capacity.

Weeks 6-9
• Draft CM Capacity Building Strategy and recommendations for adaptation of model and tools
• Revise Existing tools and training materials

Weeks 10 - 14
• Update WLO engagement report based on new analysis of survey data
• Develop new module training materials & monitoring tools for CM CBI ToT
• Pilot new training materials and model in first region ToT

Weeks 15 - 18
• Provide in-person training and coaching to individual operations in Region 1
• Conduct ToT in region 2
• Finalize draft of CM SOP template

Weeks 19 - 22
• Provide in-person training and coaching to individual operations in Region 2
• Provide remote technical support to region 1 and 2
• Conduct 1 remote coaching session
• Revise training materials based upon learning and feedback from first two ToT

Weeks 23 - 26
• Provide remote technical support to region 1 and 2
• Create Region 1 Capacity building plan for next year
