Mission and objectives

UN-Habitat works in over 90 countries to promote transformative change in cities and human settlements through knowledge, policy advice, technical assistance and collaborative action.

UN-Habitat’s new strategic plan 2020-2023 adopts a more strategic and integrated approach to solving the challenges and opportunities of twenty-first century cities and other human settlements. The mission embodies the four main roles of the organization, which can be summarized as: think, do, share and partner.

Context

UN-Habitat, jointly with ILO and WHO is implementing a project: ‘Provision of essential services, protection, social and economic empowerment to support the reintegration of returned migrants in Addis Ababa’ with the funding from Migration Multi-Partner Trust Fund. This project aims to support Ethiopia’s federal government, the Addis Ababa city administration, and local organizations to provide returning migrants access to essential services, including health, skills development, social protection, labour market reintegration, and employment promotion. It seeks to reduce vulnerability especially for women, to migration, trafficking, and smuggling.

The UNV under this call is expected to join a team of professionals to pursue a nexus-based multi-dimensional and integrated approach to contribute towards sustainable reintegration of returned migrants in Addis Ababa City, with a focus on health and socio-economic well-being.

Task description

Under the direct supervision of the Project’s Team Leader and the Country Program Manager of UN Habitat Ethiopia programme, the UN Volunteer will undertake the following tasks:
- Assist in mapping, procedure review and institutional capacity assessment of relevant offices under the Addis Ababa City administration in enabling gender-sensitive service provision for returning migrants, conduct assessments of housing and living conditions of returned migrants, analysis of the rental market, accessibility and connectivity of urban services and livelihood opportunities.
- Support in the development of actionable and gender-sensitive policy recommendations for improved reintegration assistance to Ethiopian migrants by the city administration and local government to provide reintegration services through individual profiling and referral and using digital solutions.
- Support relevant offices under the Addis Ababa City administration in the development and approval of a minimum compliance standard for shelter and other centres for returning migrants, ensuring the participation of returnee representatives, including women and physically impaired,
- Contribute to the development of policy recommendation and support institutional capacity of relevant offices under Addis Ababa City administration for increased transparency of procedures that enable timely and gender-equitable service provision for a fluctuating number of returning migrants (e.g. land and property acquisition, access to housing, identification and acquisition of working space, increased access to procedure guidance) and to ensure the needs of the returning migrants are fed into the city development plans.
- Conduct intentional training and mentoring to build capacity of local counterparts.
- Support the works of UN Habitat Ethiopia country programme and the team with drafting and editing of a variety of reports, presentations, tables, lists, charts, data sets, and/or diagrams, press releases, and articles.
- Assist the programme team in coordinating with partners and stakeholders. Participate in the project implementation and perform other relevant duties as may be assigned by the supervisor.
