Mission and objectives

The Office of the United Nations High Commissioner for Human Rights (OHCHR) is the Secretariat Department responsible for strengthening international human rights mechanisms; enhancing equality and countering discrimination; combating impunity and strengthening accountability and the rule of law; integrating human rights in development and in the economic sphere; widening the democratic space; and early warning and protection of human rights in situations of conflict, violence and insecurity.

Context

The Associate Programme Management Officer, under the general guidance of a primary supervisor, will be assigned to the Senior Advisor on Diversity and Inclusion, based in the Executive Direction and Management (EDM) of the Office of the High Commissioner for Human Rights (OHCHR), based in Geneva, Switzerland. The diversity and inclusion work at OHCHR is focused on the conceptualization, implementation, monitoring and evaluation of programmes, operations, organizational priorities, policies, guidelines, strategy development and other activities in relation to diversity and inclusion in the Office.

Task description

Under the direction and supervision of the Senior Diversity and Inclusion Advisor, the Associate Programme Management Officer shall undertake the following tasks related to the diversity and inclusion advisory function in the Executive Direction and Management at OHCHR:

Research, analysis and drafting
• Undertake assigned research from a wide range of internal and external diverse sources on diversity and inclusion topics, issues and initiatives, including through literature and desk reviews, and with a focus on OHCHR’s various field presences;
• Support assessments and analysis of key diversity and inclusion processes, issues and initiatives in different cointexts and duty stations, as assigned;
• Prepare draft documents and reports, as assigned, including based on the above research and analysis;
• Support the preparation of meetings, revision and proof-reading of documents and reports, etc.

Data gathering and analysis
• Assist in research, preparation and analysis of relevant data for diversity and inclusion efforts across OHCHR and its field presences, as assigned;
• Assist in the review, analysis and reporting at identified implementation milestones;
• Assist in developing and updating of OHCHR diversity and inclusion targets and indicators;
• Assist in the upload, review and assessment of diversity and inclusion related data (concerning the Organizational Effectiveness Action Plan on Promoting Diversity and Inclusion) in the Decision Tracking System and the Performance Monitoring System (PMS) of the Office;

Supporting strategic advice and planning
• Assist in the development of strategic policy and planning, through research, surveys and analysis of trends, challenges, and opportunities for positive impact and organizational change;
• Assist in the preparation of draft documents and inputs to support strategic advice and planning;
• Assist to organize physical and virtual meetings for the participation of internal and external stakeholders and documenting and assessing of inputs into strategic planning and reporting processes;
• Participate in developing training and capacity-building initiatives, as assigned;
• Support the elaboration and implementation of the diversity and inclusion communications plan

Furthermore, UN Volunteers are required to:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
• Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
• Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
• Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs
• Enhanced use of research and data to support diversity and inclusion actions and iniatives;
• Updated and research and data informed draft reports and documents;
• Updated data and assessment of the diversity and inclusion indicators in the Performance Monitoring System;
• Support to internal and public reporting, meetings and implementation processes;
• Progress in developing diversity and inclusion training and capacity-building initiatives;
• Increased implementation of communications aspects of OHCHR’s diversity and inclusion work;
• Support for improved implementation of the Office’s Action Plan on Promoting Diversity and Inclusion;
• Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment;
• A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.
