OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

The Social and Environmental Determinants for Health Equity (DHE) Department leads intersectoral, strategic and collaborative efforts at the regional, subregional and country levels, enabling countries to reduce health inequities, promote health and well-being, address social determinants of health -including its commercial, economic, political dimensions- to integrate equity, human rights, gender and interculturality into the public health agenda,and to address the threats of climate change, to create healthy environments and to prevent disease by addressing environmental risk factors.

DESCRIPTION OF DUTIES

Under the general supervision of the Director, Social and Environmental Determinants for Health Equity (DHE) and the direct supervision of the Unit Chief, Health Promotion and Social Determinants of Health (DHE/HP), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

a) Provide expert technical guidance and facilitate the integration of intersectoral collaboration and community engagement as essential approaches to addressing social determinants and promoting health equity, across the organization’s strategic and technical initiatives;

b) Develop technical support and advice to Member States to implement a health-in-all-policies and inter-sectoral approaches to improve health and to reduce health inequities in coordination with other relevant programs;

c) Create tools and resources to enhance the capacity of Member States and PAHO staff to advocate for and promote community empowerment and participation in intersectoral policies throughout the policy making process, fostering inclusive and equitable decision- making;

d) Develop tools and instruments for strengthening, monitoring, and evaluating intersectoral action and Health in All Policies at the national and sub-national levels;

e) Advocate and promote the use of an intersectoral approach in strengthening social protection systems to enhance health equity;

f) Support Member States for fostering community participation in the development and adaptation of public health actions to the differential needs of the population;

g) Work closely with partner agencies (UN, Interamerican System) on appropriate coordination mechanisms to promote intersectoral action, health in all policies and community participation to advance health and health equity, advocating for these topics to be highlighted within global development and research agendas;

h) Collaborate in the preparation of the department’s Biennial Work Plan (BWP) and the execution of international cooperation, including the analysis of political, technical and socioeconomic realities;

i) When called upon to directly supervise staff, establish clear work objectives, conduct timely and effective performance appraisals, provide coaching and feedback, and support staff development opportunities;

j) Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education:

Essential: A university degree in health or social science and a master’s degree in health policy, social development or other field related to the functions of the post, from a recognized institution.

Desirable: Ph.D. in social or health policy or related areas will be well evaluated.

Experience:

Essential: Nine years of combined national and international experience in technical cooperation policies, programs and projects that address the social determinants of health and health equity, promote and implement intersectoral action, community-based solutions, social development programs, at local and/or national level.

Desirable: Proven experience in managing complex international programs related to intersectoral action, community participation in health policy and programs, and the social determinants of health and equity, would be an asset. Publications of empirical research in indexed journals related to health equity, social determinants and social policies.

-Expertise in applying quantitative and qualitative methodologies for situation analysis, policy analysis, cross-country comparative research and lessons learned from a contextually based approach and implementation policies.

-Managerial skills for the development, implementation and analysis of technical cooperation programs and activities, including budget programming and control.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other language.Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use current technology and software, spreadsheets and presentations, as well as Enterprise Resource Planning (ERP) and management information systems. Other IT skills and knowledge of software programs such as Microsoft Excel, Outlook, OneDrive, PowerPoint, Teams, SharePoint, and Word are considered essential.

REMUNERATION

Annual Salary: (Net of taxes)

USD $77,326.00 post adjustment

Post Adjustment:70.2% of the above figure(s).This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
