ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

 

The Directorate of Directorate of Technical Cooperation and Sustainable Industrial Development (TCS) under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), headed by a Managing Director, ensures the Organization's application of strategies and interventions for sustainable industrial development related to environment, energy, Micro, Small and Medium-Enterprises (MSMEs), and digitalization. The Directorate also oversees the Organization's normative contribution to achieving the Sustainable Development Goals through industrial policy advice and capacity development. Through coordination in-house and with Member States and industry stakeholders, it ensures that the services provided in these areas contribute to effective and appropriate technical, business and policy solutions and are focused on results, scaling up and positioning UNIDO as a leading platform for industrial development in developing countries and global fora.

 

The Directorate is responsible for the Division of Industrial Policy Advice and Capacity Development (TCS/IPC), and technical Divisions of Circular Economy and Green Industry (TCS/CEG), Energy and Climate Action (TCS/ECA), Climate Innovation and Montreal Protocol (TCS/CMP); MSME Competitiveness, Quality and Job Creation (TCS/SME); and Digital Transformation and Artificial Intelligence (TCS/DAI). Leveraging the diverse skill sets of UNIDO personnel and the services provided by the two TC directorates, TCS collaborates closely with IET to develop and implement programmes and projects, aiming at enhancing synergy and complementarity and maximizing UNIDO corporate performance and impacts on the ground. The Directorate also ensures close coordination and collaboration among the Divisions as well as with relevant entities in all Directorates across the Organization.

 

The Division of Energy and Climate Action (TCS/ECA) under the supervision of the Managing Director of the Directorate of Technical Cooperation and Sustainable Industrial Development (TCS), and in close coordination with other organizational entities within UNIDO, the Division of Energy and Climate Action (TCS/ECA) assists Member States in the transition to low-carbon and climate resilient economies through the promotion of renewable energy, energy efficiency solutions and breakthrough technologies in industry and other key sectors, diversifying supply chains for renewable energy manufacturing and stimulating innovation to address critical climate and energy related challenges.

 

The Division assists governments in fulfilling national commitments under the Paris Agreement and progress towards the 2030 Agenda for Sustainable Development, thereby facilitating a just transition towards sustainable industrialization. In transitioning to a low-carbon and climate resilient economies, the challenges of addressing energy poverty and climate change are an integral part of the Division's activities, as is the dissemination of policies, knowledge and technologies and pathways to plan, manage and finance the energy transitions and climate action for industrial transformation. It collaborates closely on converging issues with IET/CTP and TCS/CMP.

 

The position is located under the Sustainable and Just Energy Transitions Unit (TCS/ECA/JET) focuses on promoting energy for development and leveraging technology innovation and social inclusion to lead a just energy transition. It promotes the modernization of energy infrastructure to drive decoupling growth from emissions and deploys de-risking approaches to channel public and private investments to accelerate energy access and industrial development. It supports Members States in building and diversifying renewable energy supply chains and fostering manufacturing capabilities to achieve a just energy transition for all. The unit also supports the integration of energy system design into the wider development objectives and helps countries navigate the trade-offs for energy development while ensure compliance with social and environmental norms. Finally, the Unit coordinates the Global Network of Regional Sustainable Energy Centres and related partnerships and uses regional policies and approaches to achieve economies of scale.

 

PROJECT CONTEXT

Project title: Transforming the financial system to support the development of sustainable energy solutions through technical assistance and investment in Madagascar

The energy team in Madagascar, supported by the OPEC Fund and other partners, is supporting the Government of Madagascar in designing a comprehensive National Clean Cooking and Reforestation Programme. This initiative is expected to improve the living and health conditions of the Malagasy population by stimulating the development and adoption of innovative clean cooking solutions and revitalizing the degraded ecosystem as well as reducing the climate change effects in the country. The project leverages UNIDO's innovative Market Enabling Framework (MEF) to stimulate private sector investments in the clean cooking sector and its value chain for switching households from traditional fuels to modern energy cooking solutions at scale.

 

UNIDO, in collaboration with the OPEC Fund and other development partners, is assisting the Government of Madagascar to formulate a comprehensive National Clean Cooking Transition Program (NCCTP). This initiative is expected to improve the living and health conditions of the Malagasy population by stimulating the development and adoption of innovative clean cooking solutions and revitalizing the degraded ecosystem as well as reducing the climate change effects in the country. The OPEC Fund is providing a financing facility in the form of a US$ 35 million loan to support the implementation of the NCCTP in Madagascar and a US$ 1.5 million technical assistance (TA) grant to support the formulation of the NCCTP. UNIDO has been entrusted to implement the grant under project ID 220084 to carry out the preliminary studies to identify the detailed activities and areas of relevant clean cooking and UNDP for reforestation solutions.

 

The overall objective of this project is to define the baselines and establish a key performance indicator (KPI) system, innovative monitoring, evaluation (M&E) tool, and a comprehensive supporting infrastructure to identify and support a pilot project in clean cooking. In addition, UNIDO will replicate and adapt its proven market-enabling framework (MEF) model to stimulate private sector investments in the clean cooking sector and its value chain for switching households from traditional fuels to clean and affordable cooking solutions at scale. The MEF is currently being implemented in Tanzania. A private sector-driven market development approach is being implemented to stimulate investments in bioenergy value chain development to cater to the clean cooking and fuel blending markets in the country's urban areas.

At the end of this project it is expected that the following outcomes would be achieved:

 

  • Detailed roadmap for clean cooking prepared and pilot projects ready for implementation.
  • Empowerment of early-stage innovative companies initiated in particular by women and youth through incubation cycles enabling their development.
  • Pilot initiatives of different types of reforestations (industrial, community, individual, etc.) involving women, youth and PLWD (People Living with Disabilities).
  • Project implementation arrangement, including baseline data and an operational and innovative M&E tool for the CCRP.

 

In the above context, UNIDO intends to appoint a national Gender Expert who shall conduct a gender analysis and develop a gender mainstreaming strategy and gender action plan in close consultation with the project team and stakeholders. The service provider shall make recommendations on how to integrate the findings of the gender analysis, as well as the gender action plan into the detailed project work plan and other project documents and activities and make recommendations on how to update the project logframe, indicators and targets to align with the agreed gender mainstreaming strategy and action plan.

 

FUNCTIONAL RESPONSIBILITIES

 

Under the technical guidance of the Project Manager in HQ and in close collaboration and consultation with other International Experts as well as other stakeholders, the service provider will assume the following services:

 

1. Collation and review of recent and up to date gender reports and policy framework in the country. In addition to the following:

 

    1. Review relevant UNIDO documents on the requirements for gender mainstreaming, including UNIDO’s Policy on Gender Equality and the Empowerment of Women (2019) and project documents;
    2. Engage with UNIDO’s Gender team on scope, approach, work plan, and deliverables on the assignment; and
    3. This includes review of relevant national documents on gender and energy in the country.

 

2. Conduct a detailed gender analysis aligned with UNIDO’s Policy on Gender Equality and the Empowerment of Women (2019) as follows:

 

    1. Particularly emphasizing gender issues in the area and region of intervention (e.g. gender division of labour, access to a control of resources and technologies, women’s and men’s needs and preferences, and opportunities for and constraints on women’s participation);
    2. Conduct a Stakeholder Mapping (including interviews with stakeholders) - Identify government agencies, NGOs, community-based organizations, and women’s associations or groups whose work focuses on gender and the specific area of intervention that can be utilized during project preparation and implementation. Assess their capacity. Assess the gender “awareness” and “sensitivity’’ of project beneficiaries and stakeholders;
    3. Identify and assess potential gender-differentiated impacts of the project; and
    4. Prepare field work agenda.

 

3. Data collation and analysis, carry out the following activities:

 

    1. Collect sex-disaggregated baseline data that can be used to monitor potential gender impacts;
    2. Conduct interviews with project main stakeholders;
    3. Analyse the interviews and data collected;
    4. Draft the project baseline gender analysis report (including gender targets and indicators related to the gender outcomes/ outputs defined in the project document);
    5. 5
    6. Review report and incorporate comments from all identified stakeholders;
    7. Finalize the project gender analysis;

 

4. Develop gender mainstreaming strategy and action plan for the clean cooking reforestation programme:

 

    1. Based on gender analysis, develop recommendations that identify opportunities and entry points for mainstreaming gender into the existing project. These should mirror the project’s log frame and include the development of gender specific project components/ outcomes/ outputs and/or activities, gender responsive targets and indicators, timelines, assigned responsibilities, and implementation arrangements;
    2. Provide cost estimates for the implementation of the plan of action for gender mainstreaming and if necessary adjust project document accordingly.
    3. Conduct workshop to receive inputs on the gender analysis, gender mainstreaming strategy and action plan
    4. Integrate inputs and finalize the gender analysis, gender mainstreaming strategy and action plan
    5. Conduct validation workshop gender analysis, gender mainstreaming strategy and action plan
    6. Prepare terms of reference for gender specialist to implement the gender responsive components of project.

 

The following deliverables are required for the above activities. The Contractor shall provide reports to UNIDO as described in the table below following the provisional schedule. The reports shall be written in English both in MS word as a PDF document.

MINIMUM ORGANIZATIONAL REQUIREMENTS

 

Education: Advanced university degree (master’s or equivalent) in economics, engineering, sciences, agro-industries, environment, business administration, development studies or other relevant discipline with specialization in gender studies or equivalent is required.

 

Technical and Functional Experience:

  • Minimum of three (3) years experience in conducting gender analysis and mainstreaming especially in the energy sector is required.
  • Completed at least one similar project (with references) in the last (5) years is required.
  • Experience working in Africa, in a representative office in Madagascar or in the region will be considered as an advantage.
  • Experience in evaluating clean cooking development projects is an asset.
  • Experience in evaluating the needs, conditions and problems in developing countries is desirable.

 

Languages: Fluency in written and spoken English and French is required. Written and spoken Malagasy is desirable. Fluency and/or working knowledge of another official UN language is desirable.

 

Absence of conflict of interest:

According to UNIDO rules, the consultant must not have been involved in the design and/or implementation, supervision and coordination of and/or have benefited from the programme/project (or theme) under evaluation. The consultant will be requested to sign a declaration that none of the above situations exists and that the consultants will not seek assignments with the manager/s in charge of the project before the completion of her/his contract with the UNIDO Independent Evaluation Division.
