Site Management Coordinator (Protection from Violence) Palestine Gaza

  1. Role and responsibilities

The purpose of the Site Management Coordinator (PfV)  position is to provide overall leadership to the Site Management Team and support the Site Management Project Manager in the planning and implementation of Site Management activities in Gaza.

 

Generic responsibilities

  • Under the supervision of the Site Management Project Manager (SM PM), provide operational line management of the Site Management team (within the Protection from Violence Core Competency, PfV) in Gaza.
  • Contribute to Site Management strategy development, project proposals and provide input on needs and gaps. 
  • Manage and implement portfolio of Site Management projects (activities, budget and project documentation) as delegated from the SM PM (PfV) in line with proposals, strategies and donor requirements, and ensure high technical quality.
  • Provide regular progress reports to the SM PM.
  • Ensure that projects target the IDPs most in need of protection, explore and asses new and better ways to assist.
  • Promote and share ideas for improvement and necessary changes in the activities.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaise and collaborate with relevant local authorities and other key stakeholders; represent NRC in other relevant forums.
  • Promote the rights of IDPs in line with the advocacy strategy.
  • Adherence to NRC policies, guidance and procedures.

Specific responsibilities 

Under the supervision of the SM PM, the SM Coordinator will be responsible to support the overall Site Management Project in Gaza strip. This includes:

  • Supervise the Site Management Team Leaders (Site Management) and/or Officers and Assistants, and ensure that various site management and IM activities are implemented in a timely and effective manner. 
  • Plan the team's work and ensure that logistics and security procedures are followed to allow for delivery of the work plan.  
  • Lead the process of site based assessments in coordination with SWMG and IOM, including ensuring effective engagement of NRC in the roll out of ‘Zite Manager’ system.
  • Support the SM Team in the creation and strengthening of Community based Site Management Committees in displacement sites, with particular emphasis on meaningful inclusion of female IDPs and other vulnerable groups. 
  • Supervise capacity-building activities targeting community representatives and committees
  • Under the guidance of the PM, oversee the implementation of and follow up on community-led projects including care and maintenance and recreational activities in the sites. 
  • Produce plans and design activities for the dissemination and collection of relevant information to/from the IDP population. 
  • Lead in the process of monitoring, risk assessment and safety audits in specific IDP sites, as per SM PM guidance. 
  • Under the leadership of the PM and in coordination with SMWG and other clusters, develop and monitor an identification and referrals’ system in various IDP sites. This may include diret advocacy for meeting of critical needs in sites. 
  • Under the delegation of the SM PM represent NRC in external meetings, including the Site Management Working Group and other coordination structures.
  • Under the leadership of the PM and in collaboration with the Site Management IMO, supervise the site prioritization process for Site Management activities along with other NCR CC interventions in the area office.
  • Work closely with Coordinators and PMs of other NRC Core Competencies to ensure effective integrated programming delivery to site based populations.
  • Put in place measures to monitor and ensure that community representatives act and behave according to the agreed-upon TOR and Code of Conduct and address issues in coordination with the PM.

 

Any other responsibilities according to the needs and request of the supervisor.

1. Professional competencies 

 

Generic professional competencies: 

  • A university degree in a relevant area.
  • 3-4 years of experience working in a humanitarian/recovery context.
  • Strong leadership skills and ability to organize team work efficiently and effectively.
  • Experience in site management/community engagement in a humanitarian/recovery context is an advantage.
  • Political and cultural awareness.
  • Good knowledge of MS package (word, excel).
  • Knowledge of common data collection tools (e.g. Kobo / ODK).
  • Ability to work under pressure, independently and as part of a team. 
  • Good understanding of humanitarian project management with experience of project reporting and budget dispersal.
  • Understanding of accountability to affected populations. 
  • Diplomatic and respectful communication with various actors and stakeholders, including IDPs, government officials, volunteer groups and other NGO staff.

 

Context/ Specific skills, knowledge and experience: 

  • Native Arabic speaker and good command of English
  • Knowledge of the Gaza context
  • Ability to work in a cross-cultural setting.
  • Willingness to learn and adapt to the fast - changing field dynamics.

Contract duration: Open End.

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
