Org. Setting and Reporting
The UN Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is located in the Administrative Management Branch of the Secretariat of the Basel, Rotterdam and Stockholm Convention (BRS), in Geneva. Under the supervision of the Chief of Branch, the incumbent will perform the following functions.
Responsibilities
• Manages the staff of the unit and ensures timely and effective provision of knowledge management and information technology services to the Secretariat and the Parties. • Plans and directs major systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups. • Provides expert advice on complex systems analysis and design, knowledge management and information technology; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress, including the clearing-house mechanism programme, against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. • Is actively involved in the execution of the most complex aspects of the project (e.g. systems analysis, development, programming); oversees development of document and database structures, ensuring that all design aspects are addressed, and control and security mechanisms are established. • Develops, implements and monitors information standards and guidelines. • Develops, implements and evaluates information exchange activities contained in the Programme of Work, monitors and analyses secretariat activities development and implementation: reviews relevant documents and reports, identifies problems and issues to be addressed and initiates corrective actions, liaises with relevant partners and ensures follow-up actions. • Provides support to the substantive preparations and convening of meetings of the Conference of the Parties of the BRS conventions. • Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between BRS Secretariat and its major clients and partners for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Job - Specific Qualification
A certification in IT Service Management, such as ITIL Foundation, or in Project Management, such as PRINCE2, is desirable.
Work Experience
A minimum of seven (7) years of progressively responsible experience in the planning, design, development, implementation, and maintenance of computer information systems or a related field is required. Experience in the development and management of projects or programs related to knowledge management and information technology is required. Experience in the implementation and operations of complex information systems of large centralized or decentralized institutional systems is required. Experience in designing and developing Active Server Pages Network Enabled Technologies (ASP.NET) applications in C# using JavaScript and jQuery, Microsoft Structure Query Language (MS SQL) Server using Entity Framework and Representational state transfer application programming interface (REST APIs) is required. Experience within the United Nations, working with or within a Multilateral Environmental Agreement, or similar international organizations is desirable. Two (2) years or more of experience in data analytics or related area is desirable.
Languages
English and French are the two working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of another UN official language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four.
