What we are looking for:

Sudan is experiencing violent urban warfare and civil unrest that erupted in April 2023, resulting in civilian casualties, new displacement of people and severe disruption of basic services. Set against the backdrop of a protracted economic crisis and pre-existing conflicts in expansive regions of the country, the latest escalation of hostilities has triggered a significant increase in humanitarian needs across the country. Sudan is now the largest displacement crisis in the world and is facing a catastrophic famine and ongoing urban displacement crisis.

The purpose of the Area Manager position is to ensure delivery of the NRC country strategy within their Area Office. 

In ‘Hard-to-Reach’ Areas, facing a looming famine, ongoing mass atrocities, a failed state, and fragmented conflict dynamics, we will increase the scale of impact in conflict-affected and hard-to-reach areas to help avert or reduce serious food insecurities, expand minimal access to basic education, and improve protections of at-risk people as possible.  These areas remain contested, with control by the Rapid Support Forces, the Sudanese Armed Forces, and other non-State armed groups.

In the East of Sudan, States that are primarily controlled by the Sudanese Armed Forces, we are responding to the largest displacement in the world where most internally displaced staying in urban areas. We work with the broader humanitarian system and are scaling up a large programme in partnership with local actors to provide multisector services for both emergency and protracted needs to urban displacement-affected communities.

What you will do:
  1. Role and responsibilities:

Generic responsibilities:

  1. Line management for senior project staff and support functions (and Field Office Coordinators) in the area.
  2. Member of the Country Management Group (CMG).
  3. Compliance with and adherence to NRC policies, guidance and procedures.
  4. Provide area specific input on CC strategies, Country Strategy and Plan of Action.
  5. Organize grants opening and closure meetings at area level.

Specific responsibilities:

  1. Develop Area Management Team terms of reference, build a team that can deliver, and hold the AMT accountable for delivery of the strategy in Darfur.
  2. Ensure participation of displacement- and conflict-affected people in decision-making processes and accountability loops including them.
  3. Proactively manage relationships with local authorities and institutions in the area of responsibility, supporting local partners and engaging with local institutions and systems (markets, educational, security).
  4. Support delivery of NRC Sudan’s country strategy, including on broader elements of using technology as well as local markets and service providers, protecting people in need, and systems engagement.
  5. Develop an area programme that annually assists at least 500,000 people in humanitarian need and makes strategic positive impact beyond programme delivery (e.g. through capacity development, market change, policy advocacy, partnership advancement, humanitarian leadership).

Generic professional competencies for this position: 

  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Experience in implementing and managing cash-based interventions and market-based programmes
  • Knowledge about own leadership skills/profile 
  • Fluency in English, both written and verbal 

Context/skills, knowledge and experience

  • Knowledge of the context in Sudan is desirable
  • Knowledge of Arabic language or other local languages is desirable
  • Experience with high-risk contexts, access constrained operating environments, and hardship duty stations with limited amenities
  • Strong leadership skills and a supportive management style, including in remote modalities
  • Creativity and open-ness to new ways of working
  • Efficient and effective communication skills to influence power internally and externally
