OBJECTIVES OF THE PROGRAMME

Le poste vise a contribuer a l'amelioration de la performance du secteur de la sante en vue de l'atteinte des objectifs de developpement durable (ODD), a travers: le renforcement du systeme de sante vers la couverture sanitaire universelle et la prise en compte des determinants sociaux, economiques et environnement aux de la sante ;le renforcement des capacites nationales pour la formulation, la mise en œuvre,le suivi et l'evaluation des politiques, strategies, programmes et plans de sante, fondes sur des bases factuelles ; le plaidoyer pour une augmentation des ressources allouees a la sante ainsi que leur gestion rationnelle et optimale.Il s'agit egalement de contribuer a l'affirmation du leadership de l'OMS dans le partenariat pour la sante et la coordination des interventions des partenaires du developpement sanitaire, notamment le Systeme des Nations Unies avec la mise en œuvre du Plan Cadre de Cooperation (PCC).

DESCRIPTION OF DUTIES

L'interesse aura pour principales taches suivantes :Appuyer la formulation, la mise en œuvre, le suivi et l'evaluation du Plan national de developpement sanitaire, conformement a la politique sanitaire nationale, y compris l'actualisation des normes et standards;Assister le ministere en charge de la Sante dans les reformes du systeme de sante aux niveaux central, regional et peripherique, particulierement dans les aspects organisationnels, gestionnaires, la planification, la coordination des intervenants;Evaluer l'operationnalite du systeme de sante a tous les niveaux et fournir un appui a la levee des goulots d'etranglement;Appuyer l'amelioration de la qualite des services et des soins par:le suivi de l'application des ordinogrammes et des protocoles therapeutiques standards actualises, la mise en œuvre de l'approche «soins centres sur la personne», et des strategies en matiere de qualite de soins; Appuyer la revitalisation et l'operationnalisation des SSP a tous les niveaux du systeme de santeAssurer la prise en compte du volet sante dans les strategies et plans nationaux multisectoriels de developpement;Appuyer l'elaboration et la mise en œuvre du plan national de developpement des ressources humaines a tous les niveaux partant de la formation, le recrutement, le deploiement et la fidelisation des ressources humaines en sante; Appuyer la mise en œuvre de la politique pharmaceutique nationale en vue d'ameliorer la disponibilite, l'accessibilite, la qualite,l'innocuite et le prix des medicaments essentiels aux populations tout en encourageant l'utilisation des medicaments sous noms generiques.Appuyer la promotion de la medecine traditionnelle, la modernisation de la pharmacopee traditionnelle ainsi que la collaboration entre la medecine traditionnelle et la medecine conventionnelle;Contribuer au renforcement du systeme national d'information sanitaire(SNIS) par l'integration des sous-systemes, la prise en compte de la rechercheen sante, l'utilisation des technologies de l'information et de la communication pour ameliorer la collecte des donnees, le partage de la connaissance et son utilisation;Suivre regulierement la performance du systeme de sante a travers les revues periodiques conjointes, la production des rapports du profil sanitaire du pays;Contribuer au developpement et a la mise en œuvre de toutes les initiatives visant la couverture sanitaire universelle;Appuyer le Ministere la sante dans la coordination de tous les intervenants dans le secteur sante;Collaborer avec les partenaires de la sante y compris des autres secteurs non-sante ayant un lien avec la sante, notamment pour: la planification,le suivi et l'evaluation du PCC, des initiatives HHA et IHP , l'organisation des reunions de coordination periodiques, le rapportage et la diffusion des informations sur les progres sanitaires, le soutien a la mobilisation des ressources pour le developpement sanitaire;S'acquitter de toute autre tache confiee par le Representant de l'OMS.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire ou post universitaire de sante publique ou en economie de la Sante d'une Universite reconnue avec une specialisation en planification sanitaire
Desirable: Diplome dedoctorat en medecine et maitrise en sante publique

Experience

Essential: Au moins 5 annees d'experience professionnelle pertinente dans le developpement et la mise en œuvre des programmes de sante publique et de planification sanitaire au niveau central et ou regional.
Desirable: Avoir au moins sept (07) ans d'experience professionnelle avec des responsabilites confirmees dans la planification, la mise en œuvre, le suivi-evaluation des principaux programmes de sante.Une experience de terrain et/ou une experience internationale dans la planification sanitaire et la mise en œuvre du systeme de sante serait un atout. Une experience de travail avec l'OMS ou d'autres Agences du systeme des nations Unies serait egalement un atout.

REMUNERATION

Remuneration comprises an annual base salary starting at XOF 22,074,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
