Purpose of the Consultancy

The objective of the consultancy is to provide technical assistance to the Legislative Network for UHC (LNU) and indeed the 7 National Assembly Committees on health towards UHC and health security in the following areas:
i. Support process of developing 2025 national health budget proposals in collaboration with the Federal Ministry of Health and the National Assembly Committees of Health in line with SWAp and HSSB
ii. Conduct review of implementation of the Legislative Health Agenda (LHA) of the National Assembly and State Houses of Assembly developed at the 5th Legislative Summit on Health.
iii. Update progress and achievements of the LNU in Nigeria since 2019 to facilitate replication by other countries.
iv. Support LNU oversight of operationalization of the National Health Insurance Authority Law and the BHCPF
v. Support other relevant activities of the Health Committees of the National and State Assemblies

Background

Accurate and timely health workforce data is crucial in health workforce planning, national referral, training, reducing, or eliminating misinformation and duplicate healthcare worker records, improving regulation of practice, and tracking appropriate licenses of health professionals. Hence, strengthening the National Health Workforce Registry (NHWR) that houses the records of all the healthcare workers in Nigeria for record keeping and evidence-based planning of Nigeria’s Healthcare System is very important for generating accurate evidence for decision making. WHO Nigeria supports the Federal Ministry of Health and Social Welfare (FMOH &SW) to strengthen management of Human Resources for Health including setting up of the National Health Workforce Registry. FMOH &SW has set an ambitious goal to ensure up-to-date records of all healthcare workers in the health sector of the 36 states and the FCT. This registry will be useful for designing and implementing healthcare policies and interventions to improve the country's healthcare system.

The overall goal of the consultancy is to provide robust support to the government of Nigeria in strengthening the NHWR by having a comprehensive registry with updated data from all the states, including public and private health facilities.

Deliverables

• Draft 2025 national health appropriation Bill and other Health Bills
• Finalized LHA for 36 States and FCT and report of mapping for support of Health legislative Agenda
• Report of implementation of the Legislative Health Agenda of the National Assembly and State Houses of Assembly
• Updated report and powerpoint slide deck of process, achievements, and lessons learned around the Legislative Network for UHC in Nigeria
• Quarterly report of the oversight activities towards operationalization of the National Health Insurance Authority Act and BHCPF
• Comprehensive final Consultancy Report

Qualifications and experience

Education:

Essential: A university degree in Public Health, Health Systems and policies, Political Science, and social sciences.

Desirable: Trainings in related areas

Work Experience:

Essential: 10 years’ experience supporting the Nigerian health system at the federal and state levels

Desirable:
• Minimum of 2 years relevant experience in health systems reform and progressive experience working with the Legislature at the National and State levels

• Relevant professional experience with WHO and/or UN agencies, or relevant non-governmental organizations.
• In-depth knowledge of the Nigerian health system.

• Experience working with International Development Partners in Nigeria

Skills and knowledge

• Ability to communicate technical concepts to a lay audience.
• Excellent interpersonal and communication skills

Language requirements

Excellent proficiency in English is essential.

No international travel is planned given the scope of the mission

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.

Hiring Unit:

ULC

Remuneration and Expected duration of the contract (Maximum contract duration is 11 months per calendar year)

  • Remuneration: TORs are classified at the national pay of NOC level.
  • Expected duration of the contract: 3 Months tentative starting from 07/10/2024
