OBJECTIVES OF THE PROGRAMME

Cette fonction est un element cle pour renforcer la responsabilite et la gestion des risques. Les principaux resultats attendus de la gestion des finances et du budget sont d'assurer les operations quotidiennes d'assurances et de controles internes du travail financier et comptable du bureau, le soutien de la gestion pour les evaluations des risques financiers et operationnels, les rapports financiers, les contributions aux propositions budgetaires et la gestion efficace et efficiente d'une petite unite financiere et budgetaire d'un bureau pays.

DESCRIPTION OF DUTIES

Appuyer l'Administrateur a organiser les operations budgetaires et financieres quotidiennes englobant le controle de la qualite, le suivi et l'apurement, la comptabilite financiere et les rapports, le plan de travail et la gestion des prix, y compris la prevision et le suivi des flux de tresorerie, tout en assurant la liaison avec les membres de l'equipe concernes;Gerer les allocations de fonds et le processus d'attribution, preparer les formulaires necessaires pour le cycle d'attribution et mettre en œuvre toutes les actions budgetaires et financieres dans le systeme de gestion globale (GSM), ce qui inclut les demandes de financement du plan de travail, la soumission des budgets d'attribution, la reprogrammation des attributions et la preparation des lots de depenses, tout en assurant une reponse rapide aux demandes financieres de l'equipe de gestion des incidents. S'assurer que les depenses sont correctement imputees aux bourses, conformement aux conditions des accords avec les donateurs;Controleret suivre les propositions des donateurs et les echeances des rapports ; Verifieret fournir une autorisation budgetaire aux propositions et aux rapports pour l'equipe de mobilisation des ressources, assurer la conformite avec les politiques et procedures financieres pertinentes et les procedures operationnelles standard d'urgence;Suivre et rendre compte du financement par rapport au budget : surveiller les taux demise en œuvre, consolider les donnees financieres, analyser et preparer les etats et rapports budgetaires et financiers periodiques/ad hoc, identifier les ecarts financiers, et recommander des mesures correctives ou alternatives aux gestionnaires, le cas echeanten accord avec le superviseur ;Appuyerl'Administrateur dans le developpement, la mise a jour et le maintien d'un systeme de suivi precis de toutes les activites financieres relatives aux operations de preparation, de redressement et de reponse aux urgences au niveaudu pays; Controler l'enregistrement precis des transactions financieres, le calcul et le paiement des salaires, des indemnites et autres paiements au personnel, aux non-employes,aux entrepreneurs et aux vendeurs;Soutenir la gestion de la regie d'avances : analyser les depenses par rapport aux allocations approuvees, reconcilier les livres de caisse avec les releves bancaires;Briefing/debriefing des membres du personnel, des consultants et des intervenants de l'OMS, sur les regles et procedures financieres et budgetaires pertinentes;Rediger des reponses d'audit, examiner et suivre toutes les recommandations d'audit en suspens liees au domaine de travail;Effectuer toute autre tache liee au poste, a la demande de la hierarchie.Les activites de realisation comprennent : Appuyer l'Administrateur dans la gestion des services administratifs et financiers du bureau pays, fournir au WR des conseils autorises sur toutes les questions administratives et financieres, et suivre la performance du programme, preparer les rapports comptables mensuels et rassembler les informations pour la cloture des comptes annuels et biennaux, et former et encadrer le personnel de soutien.

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitairedu premier cycleen comptabilite, ou en administration des affaires, ou en finances publiques.
Desirable: Un diplome universitaire avance (niveau maitrise ou plus) en administration des affaires, ou finances, ou comptabilite, ou administration publique. Qualification professionnelle en comptabilite.

Experience

Essential: Minimum de cinq ans d'experience professionnelle,au niveau national et international, dans le domaine des finances, du budget/dela comptabilite. Experience averee de la comptabilite et de la consolidationdes donnees financieres a l'aide de systemes ERP ou de progiciels similaires. Cinq ans d'experience au niveau national et aumoins deux ans au niveau international.
Desirable: Experience prealable du soutien aux operations d'urgence ou de lutte contre les epidemies sur le terrain. Experience pertinente avec l'OMS, d'autres agences de l'ONU, des partenaires du cluster sante, des organisations humanitaires reconnues ou avec une organisation nongouvernementale internationale.

Connaissance approfondie des principes de gestion comptable, budgetaire et financiere et de leur application:Excellente comprehension des pratiques et procedures comptables, y compris l'application des normes IPSAS;Solidescompetences en matiere d'analyse, de gestion du temps et de resolution deproblemes;La connaissance des regles, reglements, politiques etpratiques de l'OMS serait un atout;Connaissance approfondie des principes de gestion comptable,budgetaire et financiere et de leur application.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3163 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
