Functional Responsibilities

Under the supervision of the Monitoring and Evaluation Senior Officer and the overall guidance of the Senior Project Manager, the Digital and Data Management Officer will be responsible for the following:

1. Data Management and Analysis:

  •  Cooperate with the partners and stakeholders (Nepal Police, Municipality office OCMC) for data collection, and documentation and make sure that the data collected including both primary and secondary are updated in the electronic database. Perhaps the most important recommendation is to make sure that data is collected according to the standards indicated in the project and in regard to timelines.

  • Supervise the functionality of recording and reporting GBV at the field level to find out challenges and recommend measures for improving the mechanism.

  • Make an initial assessment to identify indicators (both qualitative and quantitative) by the use of an Excel sheet, google dashboard, or use of SPSS. Prepare abstracts of the outcomes for additional scrutiny by the higher Management.

  • Conduct a check on the information management system in order to check on the accuracy of various inputs and also to replace other records that may have been destroyed. Ensure the application of measures to protect data to ensure security and good governance of data.

  •  Facilitate improvement of the SJP team when it comes to data collection and management to ensure data quality is met. Contribute to the design of tracking mechanisms that would guide the Monitoring and Evaluation of the program.

  •  Enhance and sustain the generation and management of graphics and other forms of presentation to support the generation of reports and decision-make [Such as GIS maps and dashboard]. Produce project maps and datasets as needed from time to time.

  • Validate data in the course of its collection and storage; ensure that documentation of data is complete and accurate; and routinely check for data quality issues such as duplications, inadequate formats, and erroneous entries.

2. Communication and Coordination:

  • Collaborate with various IT departments to provide assistance with the development as well as the rollout of digital initiatives that would improve the organizational performance of SJP. Emerging needs to be established in order to define the current requirements of the Nepal Police and different tiers of the government in order to have a digitized system to maintain records and reports.

  • To investigate current systems/software of N-POSCO and Nepalese government agencies to examine current procurement/integration of IT systems. Another issue revolves around recommendations given based on the findings of research done on social media.

3. Management and Delivery of Applications:

  • Participate in the management of application requirements, such as collecting information from the user. Communicate with suppliers to ascertain their readiness and ability to deliver the intended digital tools effectively and on time.

  •   Assist in the testing phase of applications, collect feedback from users, and coordinate with suppliers to resolve all possible problems before the full implementation of an application.

  • Contribute to the implementation of applications across the SJP team and its partners through the development of a plan for and the facilitation of user training.

  • Carry out assessments of digital systems and processes and determine where improvements are needed for them to meet user requirements and project goals and objectives.

4. Capacity Building and Training:

  •  Ensure personnel in police departments undergo training regarding matters concerning digital tools & data management systems. Provide direction and guidance that could help in the improvement of these tools’ applications by creating training resources for the policing component.

  •  Support the organization of training sessions in the form of workshops and seminars to enhance the competencies of members in using digital tools and analyzing crime data.

5. Monitoring and Reporting:

  • Supervise the effectiveness of data and digital solutions in practice, and produce reports detailing achievements, issues, and solutions.

  • Contribute to the creation and modification of data frameworks necessary to enhance project results profiles and track service delivery for the beneficiary.

  •  Contribute to the production of information management products that include data collection tools, maps, dashboards, and any other report as may be required.

Education/Experience/Language requirements

Education:

  • A first-level university degree (Bachelor's) preferably in Social science, development studies, data science, computer science, or any other relevant discipline is required.

  •  Master’s degree in  Social science, development studies, data science, computer science, or any other relevant field, desirable with 1 year of work experience in data analysis, monitoring and evaluation, geospatial data management, user experience, or a related field.

  • Additional education or experience in data analysis, statistics, and GIS training is a strong asset.

Experience:

  • At least 2 years of work experience in data analysis, monitoring and evaluation, geospatial data management, user experience, or a related field is required. 

  • Previous experience working with digital surveys, and data visualization (Power BI, Google Dashboard, and/or GIS is desirable.

  • A strong understanding of data management practices, including data collection, storage, analysis, and security is desirable.

  • Previous experience in capacity building and training, particularly in digital literacy and data management is desirable.

  • Proven experience in developing and implementing digital tools and data management systems is desirable.

  • Familiarity with UN procedures and working methods is an asset.

Language:

  • Fluency in writing, reading, and speaking Nepali and English is required.
