OBJECTIVES OF THE PROGRAMME

Since 2001, WHO Myanmar has been supporting the National Malaria Control Programme (NMCP) as part of the Vector-Borne Disease Control (VBDC) Programme of Department of Public Health, Ministry of Health and Sports to implement malaria prevention and control through the WHO MoH collaborative workplans. This is financially supported from various sources, including WHO,3MDG fund, GFATM, USAID, PMI and others. Besides, the Malaria Control Programme, the Malaria team was assigned to support the implementation of other vector borne diseases (dengue, dengue haemorrhagic fever, filariasis and other neglected tropical diseases), environment and occupational health programmes. Since July 2011, following the emergence of the Artemisinin Resistance in several border states and regions on Myanmar, an emergency response to address the resistance was rolled out with the support from 3DF, later 3MDG fund, under the Myanmar Artemisinin Resistance Containment (MARC) Framework (endorsed in April 2011). The containment project was continued in 2013, and beyond, with the financial support of the 3MDGin 2013 and the Global Fund (GFATM) from 2014 to 2017 based on the MARC Framework. Since 2016, National Malaria Control Programme has embarked into elimination. A National Strategic Plan 2016-2020 and Plan for malaria elimination 2016-2030 has been developed with WHO technical support, with the aim to achieve malaria elimination by 2030. WHO is providing technical assistance to the NMCP to achieve the vision of malaria elimination by 2030.The following is the overview of programmes whose implementation is supported by malaria team, WHO Myanmar:1) Strengthen programme capacity in controlling and eliminating malaria and neglected tropical diseases. 2) Strengthening of surveillance, monitoring and evaluation of malaria and other vector borne diseases.3) Support implementation of malaria control and elimination and monitor antimalarial drug resistance.4) Strengthen national capacity in occupational and environmental health.5) Support implementation of donor supported projects in malaria control, antimalarial drug resistance monitoring, occupational and environmental health.In order to strengthen the NMCP to achieve the malaria elimination by effectively implementing WHO-MoH collaborative work plans, it is planned to focus WHO's support in programme management at field level.

DESCRIPTION OF DUTIES

Under direct supervision of the Scientist (Malaria control) and guidance by the WHO Representative to Myanmar, the incumbent will perform the following tasks:

  1. Assist the WHO Scientist (Malaria control) and Technical Officer (Malaria Surveillance) in providing effective programme management for malaria elimination and control, vector borne and neglected tropical diseases.Work with NMCP-VBDC and other national counterparts in planning, implementation, financial monitoring of respective programmes supported by WHO, by the Global Fund (GFATM), by USAID-PMI and other donors.
  2. Assist in preparation of detailed work plans, budgets, commodities and monitor progress in budget implementation of WHO,GFATM, USAID-PMI funded collaborative activities.
  3. Support scoping, design, programming, implementation, supervision and monitoring and evaluation of USAID-PMI funded activities including training on Management of Malaria Field Operations (MMFO), slide bank, validation of slides from therapeutic efficacy studies (TES), quality assurance and quality control of malaria microscopy
  4. Coordinate with other USAID-PMI supported programmes and implementers - DEFEAT Malaria project, University Research Co., ACT Malaria, to avoid overlapping in geographical area and service coverage to maximize efficient use of available resources.
  5. Coordinate with the National Malaria Control Programme regarding implementation of WHO-MOHS collaborative programmes funded by WHO, GFATM and USAID-PMI, including relevant cross-border activities.
  6. Support the management of contracts (e.g. Impress Purchase Order (IPO) and contracts (APW, TSA, SSA) and related procurement activities as per the WHO work plans.
  7. Monitor utilization of malaria supplies and equipment, including the rationale use of malaria rapid diagnostic tests, antimalarial drugs, insecticide treated net, and other malaria commodities supported by WHO, GFATM, USAID-PMI and other partners.
  8. Liaise with the National Counterparts in tracking the flow of all malaria commodities supported by donors from central to project sites. Identify the constraints in logistics management and recommend measures to resolve them
  9. Support management of field personnel (project field coordinators) for successful implementation of WHO collaborative programmes funded by WHO, GFATM, USIAD-PMI and others.
  10. Review and track the progress of overall activity and budget implementation and prepare quality assured technical and financial reports to be submitted to partners.
  11. Perform other relevant tasks as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University Degree in medicine.
Desirable: Masters in Public Health. Training in public health epidemiology or biostatistics or related fields. Certificate in training on project management is an asset

Experience

Essential: At least two years of work experience in public health programmes such as malaria or vector borne disease programmes, etc. Extensive professional experience in programme/project implementation, supervision, monitoring and evaluation in the areas of health programme development and preparation of donor's reports related to health programmes at national level.
Desirable: Experience in filed implementation of malaria and other vector borne diseases in Myanmar. Experience working with the Ministry of health and Sports, Myanmar related to malaria programme/project management is an asset.

Skills

Expertise in public health, programme management in malaria and other vector borne disease control and elimination. Good understanding in project management of malaria and vector borne diseases in context of Myanmar. Very good communication skills and excellent skills in use of computer and information technology.

Remuneration comprises an annual base salary starting at USD 31,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
