Job overview:

The role of the MEL Coordinator is to establish and implement MEL systems that promote evidence-based decision-making, programme and project performance, and internal management. The MEL Coordinator will contribute to quality programming through supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the MEL Coordinator will provide technical support to in-country staff pertaining to MEL and build capacity in the country mission by identifying and supporting the implementation of effective, cost efficient and meaningful MEL systems.

Generic responsibilities

  • Line management responsibilities for directly reporting staff. This includes the performance management process; setting clear goals aligned to country strategy and priorities, and to follow up and support staff’s achievement. Furthermore, responsible for key processes as workforce planning, recruitment, staff induction, staff development and Duty of Care.
  • Support and contribute to the development and implementation of MEL systems, including MEL Standard Operation Procedures, guidance and tools.
  • Participate in programme design and proposal discussions, including theory of change development, log frame design and budgeting for MEL.
  • Support programme staff in planning for and executing MEL, including, data collection methodology and tools and data management, analysis and use.
  • Support the implementation, dissemination and use of evaluations, assessments and monitoring data in programme development, adjustment or review.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Capacity building and training of programme and MEL support staff on MEL technical and conceptual areas.
  • Contribute to the design of MEL staffing structure and resourcing, including collaboration with programme staff to identify and plan for MEL needs.
  • Adherence to NRC policies, and a specific responsibility for the NRC MEL functions policies and procedures

Specific responsibilities 

  • Support and/or participate in the development of guidance and frameworks for MEL procedures, policies and processes that assist in institutionalizing and supporting MEL in the country program.  
  • Support as needed in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for MEL.  
  • Facilitate data analysis and improving programme staff data interpretation and use to support strategic decision-making, learning, and accountability to all relevant stakeholders.
  • Support in preparation of MEL documents required for projects’ registration with the specific government line ministries.
  • Support in ensuring all MEL documents required at project start up phase are updated and capture all the required information before Grants Opening Meeting (GOM). This includes MEL Matrixes.
  • Lead and/or support in creation of projects and datasets in GORS and ensure all the entries are in line with the MEL matrixes.
  • Support the AO MEL Coordinators in addressing GORS related issues following the standards procedures in place.
  • Support NRC internal and donor reporting through review of GORS data.
  • Lead and/or support assessments, surveys, outcome monitoring and evaluations conduct including through: review of the methodology and tools, support in provision of oversight throughout the process, data analysis and report generation.
  • Contribute to organizational learning through supporting specific analysis, lessons learned and reports as per the data use guidelines and country learning approach.
  • Launch and facilitate learning debrief meetings following big exercises or as per the learning framework.
  • Support area M&E coordinators in estimating needed resources (human and financial) to complete data collection as per the workplans.
  • Support in partners capacity assessments, capacity building and MEL support throughout the implementation.
  • Support the MEL Manager in the operationalization of the MEL Standard Operating Procedures as per the MEL strategy.
  • Support the Area Offices in gap filling as and when required. 
  • Act in the capacity of MEL Manager as and when required.

 

Generic Professional Competencies:

  • Graduate degree in directly related field, such as Monitoring and Evaluation, operations research, quantitative analysis, etc.; significant work experience in directly related field will be considered in lieu of specific M&E related education.  
  • At least 5 years’ experience in development and implementation of MEL systems for an international NGO. 
  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including MEL capacity and systems development.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods.
  • Understanding of data and information needs for program management and decision making.
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • High level English language proficiency (speaking, reading, writing).
  • Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • Experience using data management software i.e SPSS, STATA, and data visualization platforms i.e MS Excel and PowerBi.
