Chief of Party, Ecuador

ACDI/VOCA is seeking a Chief of Party for an upcoming Climate Change Mitigation through Sustainable Land Use Activity in Ecuador funded by USAID. The anticipated program will promote sustainable livelihoods and advance natural climate solutions in areas affected by deforestation and land degradation through greenhouse gas (GHG) emissions reduction and mitigation efforts.

The Chief of Party will oversee all project activities, ensuring they are executed efficiently and effectively, leading to the achievement of project objectives. The program is anticipated to start in 2025, and this position will be based in Ecuador.

Responsibilities

  • Lead the program team, overseeing planning, implementation, monitoring, and evaluation of activities to ensure they are delivered on time, within budget, and in accordance with USAID and ACDI/VOCA standards
  • Serve as principal liaison with USAID staff, institutions, and client country partners to exchange information and develop professional relationships
  • Provide technical leadership on natural climate solutions, reduction and mitigation of deforestation and land degradation, and climate financing, including monitoring, verification, and reporting of greenhouse gas mitigation.
  • Prepare and submit timely and accurate project reports to USAID and ACDI/VOCA, highlighting progress, challenges, and lessons learned
  • Spearhead strategy development and utilize managerial tools and frameworks to improve the ability of the team to achieve project goals successfully and sustainably
  • Facilitate the development of the program’s evolving theory of change, overseeing the implementation of the work plan and tracking progress towards core indicators and learning objectives
  • Administer the program’s financial oversight and procedures, ensuring compliance with established ACDI/VOCA's accounting principles and USAID regulations
  • Represent ACDI/VOCA and the program to the public and donor community

Qualifications

  • Bachelor’s degree in environmental or natural resource management, international development or relevant field is required; master’s degree is desired.
  • At least 10 years of experience in managing large, complex development projects, with a focus on climate change mitigation, sustainable land use, or environmental management.
  • Strong understanding of climate change mitigation strategies, sustainable land management practices, climate finance, and community-based approaches.
  • Proven ability to collaborate successfully with host-country government officials, financial institutions, international donors, and private sector stakeholders.
  • Knowledge of and experience with USAID rules and regulations is preferred.
  • Demonstrated experience in strategic planning, program design, resilience strengthening, policy dialogue, and systems improvement.
  • Experience working in Ecuador preferred.
  • Fluency in English and Spanish is required.
