Overview

The USAID South Sudan/Advancing HIV & AIDS Epidemic Control (AHEC) Activity is anticipated to end on March 31, 2025. The program goal is to decrease morbidity and mortality among South Sudanese by increasing HIV prevention, care, treatment, and retention services for at-risk men, women, children, and key populations (KP); and to improve South Sudan’s journey to self-reliance by strengthening the capacity of local partners to prepare them for the receipt of future prime funding.

In line with USAID solicitation process, a Notice of Funding Opportunity (NOFO) for AHEC activity follow on is anticipated either before or early November 2024. This short technical assistance (TA) Scope of Work (SOW) is intended to support the capture phase analysis, including current programs’ strategy and priorities; and understanding of Jhpiego’s competitiveness and key recommendations.

Anticipated Purposes of the Care and Treatment Activity are:

  • Improve equitable access to and use of quality comprehensive HIV prevention, testing, care, and treatment services for all South Sudanese.
  • Provide quality comprehensive services for key populations at the current locations and expand as needed.
  • Develop local partner capacity and prepare local partners to manage direct awards.

Responsibilities

  • Identify and assess strengths and weaknesses of primary competition, confirming current and new related information.
  • Meet with identified key informants and stakeholders to gather information, opinions and perspectives on the upcoming bid.

    • Other entities as/if needed; (Public Health HIV Reference Lab; UNDP warehouse)
  • Gather information and impressions on Jhpiego’s reputation among government and USAID stakeholders relevant to the bid in order to inform our positioning, partnering, staffing and proposal win themes.
  • Gather information, data and documents (refer to attached tool) needed to fill in Jhpiego’s identified gaps and better understand the local context.
    • For designing and providing equitable access to and use of quality comprehensive HIV prevention, testing, care, and treatment services for all South Sudanese.
    • For designing and providing quality comprehensive services for key populations at the current locations and expand as needed.
    • Technical approaches for strengthening local partner capacity and prepare local partners to manage direct awards
  • Identify and help assess potential partners including meeting with and assessing capacity of potential international and local/regional partners, with the goal of securing those best aligned with what we expect from the bid.
    • Develop capacity statements for local partners
    • Generate outline of potential SOWs for partners
  • Support Jhpiego proposal team to provide key inputs for the proposal and/or draft relevant sections
  • Review proposal drafts to ensure proposed strategies are aligned with MOH and USAID priorities
  • Draft activities for the workplan and help provide specific budget inputs.

Required Qualifications

 

  • Advanced degree in public health, statistics, health informatics, or related social science
  • 5+ years' experience working with USAID/PEPFAR-supported HIV programs, including familiarity with current USAID Care and Treatment activities in South Sudan
  • Familiarity and good working relationships with key relevant stakeholders
  • Ability to consolidate information into clear recommendations

Preferred Qualifications

  • Previous experience in USAID local capacity strengthening efforts in South Sudan  
  • Knowledge of USAID/international donor key population (KP)-specific HIV strategies and activities
  • Excellent skills in writing and facilitation
  • Strong computer skills, including MS Office Word, Powerpoint and Excel
