Responsibilities

To provide M&E technical assistance to support the implementation of the RISE programme and ensure the capacitation of M&E team and good data quality to enhance data use for decision making.

Required Qualifications

M&E development and implementation

  • Support the implementation of data management/monitoring and evaluation plans
  • Develop and update project tools such as SOPs, technical guidelines, best practice documents, and other documents as required.
  • Conduct training on project processes and activities.

Data Reporting and MERL systems development and implementation 

  • Provide technical guidance on project information system design, development, and maintenance.
  • Design and review system workflow diagrams
  • Support the development of the M&E database
  • Coordinate User Acceptance testing and provide user admin support

M&E Technical Support

  • Standardize M&E tools and distribute tools to all implementing project teams.
  • Build and maintain internal data-driven automations to enhance SI outputs.
  • Build and maintain management reports/ dashboards
  • Oversee, guide, and quality check data working closely with the M&E staff.
  • Support Senior M&E Officer to ensure timely submission of weekly, monthly, and quarterly reports by RISE Implementing partners/programmes, to meet funder requirements.
  • Obtain corrections upon identification of data quality issues, within 1 week of submission of queries, or within reporting deadlines for end-of-quarter months.
  • Respond to reasonable and relevant requests for data by RISE Implementing Partners, USAID, and other stakeholders.
  • Conduct M&E site visits to RISE partners.
  • Design and present M&E-related training sessions for Partners/Programme streams.
  • Design and conduct data quality audits and follow up on the implementation of audit recommendations by RISE Partners/Programmes regularly.

Data Protection

  • Ensure proper storage of program data
  • Ensure compliance with GDPR and POPIA
  • Ensure that data storage and sharing procedures are adhered to.

Capacity Building         

  • Build capacity to develop, manage, and operationalize M&E systems and knowledge management
  • Training and mentorship of team members.
  • Coach and train team members to ensure the acquisition of knowledge and skills required for professional project management.

Preferred Qualifications

  • BSc Degree Qualification in Information Sciences, Information Technology or related disciplines
  • Experience in data collection and management or Information Management Systems
  • Experience in automating tools, DHIS2 development and use, and developing PowerBI dashboards
  • Experience working with key stakeholders and partners e.g. NDOH, NICD, SAHPRA
  • Experience in USAID programs
  • Strong skills in GIS platforms, PowerBI and SQL required
  • Certification in IT and server administration is an added advantage.

Skills & Abilities

  • Proficiency in Microsoft Office, Excel, PowerBI and data collection and management systems
  • Strong communication skills (verbal and written), problem-solving orientation, and decisiveness.
  • Good at planning, structuring, prioritising, and executing work, with effective personal and team time management.
  • Strong attention to detail, logical and analytical thinker, proactive and innovative
  • Negotiation skills and the ability to manage interpersonal relationships and workplace conflicts.
  • Ability to work independently and as part of a team.
  • Ability to travel (nationally 10% to 20%)
  • Valid driver’s license.
