ELOS-USAID Technical Coordinator, will provide technical guidance and support to all activities implemented by ELOS as part of a USAID grant, including the provision of clinical technical assistance in the delivery of voluntary medical male circumcision (VMMC) and related activities such as infection prevention and control (IPC), prevention of gender-based violence (GBV), demand generation and integrated male health (IMH) services. 

In VMMC, the CT will be responsible for ensuring technical and operational rigor by ELOS in the planning, implementation, monitoring and evaluation and program learning.

Represents Jhpiego in the USAID-funded project run by ELOS to delivery VMMC services (and related activities);

Provides technical advice, guidance and support to ELOS for the design, management, and implementation of VMMC delivery and related areas;

Support ELOS adherence to workplans approved by USAID;

Monitors monthly ELOS performance in line with contracted targets;

Participates in technical working groups established by MOH and implementing partners;

Provides support in internal and external performance assessments in VMMC sites;

Implements coordination and communication activities between ELOS and Jhpiego;

Provides support to coordination activities between ELOS and Provincial and District Health Directorates and Services;

Ensure high-quality technical programming through partner support grounded in the program’s strategic objectives and adhering to expected technical quality and reporting requirements.

Contribute to project planning, including the development of annual work plans and budgets; help guide and oversee the alignment of the budget to expected results; and review annual budgets and quarterly reports

Other duties as assigned.

Degree in medicine and/or public health; post-graduate degree in medicine and/or public health is an advantage;

Experience with planning and working in clinical care settings to provide oversight, supervision and in-service training;

Demonstrated experience working with USAID programs;

5+ years’ experience in management, operational and technical expertise in public health program implementation; previous work in VMMC is an advantage.

Familiarity with Mozambique health system and reporting structure to and within MOH;

Familiarity with USG reporting requirements, including access to SIS-CM and DATIM

Demonstrated ability to collaborate with MOH officers to strengthen program implementation

Demonstrated ability in working and collaborating with a range of local and international partner organizations;

Excellent skills in clinical decision making, facilitation, team building and coordination;

Excellent writing and communications skills, including demonstrated technical writing skills for publication of reports, manuscripts, success stories and best practices;

Fluency in Portuguese and English;

Willingness to learn and empower others with management and technical skills;

Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform;

Ability and willingness to travel frequently to supported districts;

Ability to provide at least three references from persons/entities
