Resource Mobilisation

1. Contribute to the development of IMO’s comprehensive technical cooperation strategy by providing relevant inputs to the IMO resource mobilisation strategy and action plan, ensuring its alignment with the IMO-wide Strategy and biennial Work Programmes.
2. Lead the implementation of the resource mobilisation strategy and plan, including coordinating proposals for donors and liaising with various internal and external stakeholders as necessary.
3. Monitor and evaluate the resource mobilisation plan to track progress and adjust as needed.
4. Coordinate the preparation of donor specific reports as required.
5. Liaise regularly with technical divisions of IMO to collect information necessary to identify TC funding needs and collaborate to understand strategic priorities and define substantively sound funding strategies that will effectively engage potential donors and partners.
6. Continuously map and conduct trend analyses of existing and potential funding sources, including ODA funding.
7. Coordinate with relevant partners, donors, and stakeholders to gather insights, share best practices, and explore potential collaboration opportunities.
8. Provide substantive backstopping to relevant resource mobilization events, including proposing agenda topics, identifying participants, preparation of documents and presentations on resource mobilisation.
9. Identify, analyse, and prioritise potential partners such as government authorities, ODA agencies of OECD countries, international organizations, civil society organisations, private sector entities, and academic institutions that align with IMO's objectives, showcasing key partnership opportunities.

Management of Multi-donor Trust Funds

1. Act as the TCID focal point for any matters dealing with the IMO multi-donor thematic trust funds.
2. In consultation with IMO Administrative Division and other relevant divisions, develop Terms of References for any new Trust Funds for approval by the IMO Secretary General and review and modify the ToRs as required.
3. Develop policies and processes to ensure that the thematic trust funds and their allocations are aligned with the IMO's strategic directions and thematic priorities of IMO's technical cooperation work.
4. Monitor any extra-budgetary resources that are channelled to the Funds, including review of any donor agreements, ensure compliance with regulations and rules and established policies and procedures.
5. Liaise with the IMO Internal Oversight and Ethics Office (IOEO) and the external auditors on audit findings, recommendations and follow-up action in matters related to the management of multi-donor trust funds.
6. Provide direct input particularly in the planning of Funds' utilization for IMO's Technical Cooperation.
7. Liaise with the IMO Finance and Budget Services (FBS) to maintain and update sub- programme specific management information on the status of Trust Funds and contribution allocations, project commitments, proposals, revisions, extensions and expenditure submitting reports.
8. Provide input to the Divisional reports.

Knowledge Management and Innovation related to Resource Mobilization

1. Develop and maintain an information repository on resource mobilization, including tools, templates, and guidelines necessary for the execution of the resource mobilization plan.
2. Prepare and disseminate promotional materials including success stories, lessons, and fact sheets with the objective of optimizing the visibility of IMO’s resource mobilization activities.
3. Supervise the development of content related to resource mobilization to be published on IMO website.
4. Incorporate, innovate, and develop sustainable approaches to diversify funding sources.
5. Coordinate IMO’s Knowledge Partnership Officer Network and associated activities and meetings.
6. Identify, synthesise, and disseminate best practices and lessons learned in resource mobilisation.
7. Plan and support the development of resource mobilisation operational capacity, processes, and knowledge within TCID, and the wider IMO family.

General Duties

1. Under the immediate supervision of the Deputy Director, SDPAP, Technical Cooperation and Implementation Division, and the overall supervision of the Director, Technical Cooperation and Implementation Division, the incumbent will lead the development of resource mobilization strategies, draft project concept and proposals, coordinate the preparation of project documents, prepare meeting documents and reports, and conduct stakeholder/donor meetings as required.
2. Carry out other duties within the incumbent's professional competence, as may be required by the Director, TCID.
