Job Overview/Summary:

The Technical Manager (Nutrition and Food Security) will be responsible for technical oversight and support on nutrition and Social Behavior Change Communication components focusing on Nutrition and WASH promotion in SE. In addition, responsible as technical focal for technical collaboration and capacity building of local partner organizations. Represent IRC as technical focal and technical collaboration with donor, fund management offices and relevant key stakeholders. Responsible for the technical capacity building and performance quality control of project staffs. Responsible as technical assistant to supervisors for roll out of necessary project assessments and survey. Assisting supervisors on designing and reporting, administrating of project, and communicating with different internal and external stakeholders of project. The Technical Manager (Nutrition and Food Security) reports directly to Program Manager (Southeastern).

Major Responsibilities:

Technical and Project Management

  • Oversight and providing technical support to IRC and partners organization in implementation of food security (home gardening, communal gardening, food preserving), nutrition promotion, SBCC, and integrated management of malnutrition (IMAM) activities.
  • Design, review and roll out the Nutrition and food security modules for capacity building of project staff both IRC, partner and community volunteers.
  • Organize Technical and Management Capacity Building Training/workshop for IRC and partner staff.
  • Organize and lead technical training for preparing hygienic and quality portable preserved foods by using traditional food preserving methods.
  • Joint advocacy meeting with partner organizations for home gardening, communal gardening, community leaders, local authorities and community-based organizations for revitalization of existing community base organization (Community Hygiene Club, Mother Support Group and Development committee, etc.)
  • Joint and support technical for the gardening training at villages.
  • Joint advocacy meeting for hygienic and quality portable preserved foods with community leaders, authorities, community-based organizations for revitalization of existing community base organization (Community Hygiene Club, Mother Support Group and Development committee, etc.).
  • Joint supervision and monitoring the process and progress of gardening and hygienic, quality portable preserved food.
  • Support and work together with MEAL manager for quality control of project M&E mechanism and database management.
  • Responsible for managing nutrition component’s budget through Budget versus Expenditure.
  • Produce budget spending plan and monitor the budget expenditure make sure the expenses are in accordance with the policies and procedure of IRC and donor.
  • Coordinate and work as necessary with relevant IRC Technical Advisors (Nutrition) to align technical standard of project service be with IRC global standard and Myanmar specific standards practicing by SE Nutrition Cluster.
  • Participate and lead the development of contextually appropriate IEC materials for Nutrition promotion and food security for partner organizations and volunteers and ensure that the inputs from WASH and WPE teams are reflected.
  • Participate in any other responsibilities as required by supervisors.

Team management

  • Manage and supervise field team.
  • Conduct annual evaluation of project staff and set their annual performance targets.
  • Provide appropriate and timely feedback regarding staff annual performance objectivesand assist them in objective setting.
  •  Assist in the recruitment of project staff and leads project orientation for new staff.

Coordination and Representation

  • Technical communication and coordination with stakeholders.
  • Coordinate with IRC field project site WASH focal and WPE focal for coordinated and complementary programming and services.
  • Coordinate with IRC Grant focal, MEAL focal, finance focal, safety and security focal and HR focal for the adaptable program implementation and reporting.

Reporting and Documentation

  • Drafting of all donor reports and ensure these reports are in the highest quality and timely.
  • Provide update on progress and challenges to the supervisor for necessary program adaptation, staff safety and security and collaboration with local partner organizations.
  • Assisting supervisor to initiate and organize preparation of proposal to donor. 

Minimum Qualifications:

What should you have?  

Education

  • Registered medical doctor (M.B., B.S degree), B.Comm.H, B.NSc or other medical / community health backgrounds.

Experiences

  • Minimum 3 years’ working experience in Nutrition promotion, Malnutrition management, food security and public health.
  • Experience in project management, financial management and team management.
  • Experience in coordination and communication with local partners, local authorities and key stakeholders at different levels.

Competencies

  • Ability to adapt the work depending on the unstable circumstances.
  • Willingness to travel and work in the assigned area in difficult situations.
  • Strong Capacity Building Skills for training and workshop organizing.
  • Prefer the experience of agriculture and food preservation for family income.

Language

  • Excellent written and oral communication skills, strong interpersonal skills.
  • Strong communication in English, fluency in Burmese and local languages preferred.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
