Org. Setting and Reporting
This position is located in the Psychotropics Controls Section (PSY), Secretariat of the International Narcotics Control Board (SINCB), Division of Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna, Austria. The Secretariat of INCB is an administrative entity of UNODC reporting directly to the Board on substantive matters. The incumbent reports to the Chief of the Section. Responsibilities
Within assigned authority, , the Drug Control Officer will be responsible for the following specific duties: Monitor and analyse developments and trends in the control of psychotropic substances at the national, regional and global level; Carry out the implementation of INCB strategies, policies and activities related to the implementation of the 1971 Convention on Psychotropic Substances (1971 Convention); Assist in the organization and delivery of a variety of services aimed at adequate government implementation of the 1971 Convention; Administer the system of assessments (simplified estimates) for psychotropic substances. Analyse statistical information related to psychotropic substances from governments. Identify and investigate deficiencies and cases of non-compliance with the 1971 Convention. Recommend corrective action and measures; Monitor and review best practices, methodologies and programmes in the control of psychotropic substances and contribute to their promotion among Member States; provide explanations/advice /training to governments on provisions of the 1971 Convention; Draft a variety of written outputs, such as background documents, studies, correspondences with governments, presentations and training materials; coordinate the preparation of documents for Board sessions; Prepare assigned parts of INCB publications, including the Annual Report and the technical publication on psychotropic substances; update the List of Psychotropic Substances under the International Control “Green List”, and the statistical forms related to psychotropic substances (B/P, P and A/P). In particular, collect information relating to specific regions (Africa and/or Central and South America), follow-up with competent national authorities in these regions, and liaise with relevant UNODC offices. Prepare working documents for INCB sessions, such as the supervision of the movement of psychotropic substances for licit requirements, special studies and reports required by the Board, document on assessments for the Standing Committee on Estimates. Organize, coordinate the preparation of and participate in Board missions, draft INCB’s mission reports and contribute to their presentation to the Board, ensure the follow up (Board’s recommendations to countries); Contribute to the development of the section’s database on psychotropic substances; As required, provide substantive inputs and support to the design, development and maintenance of information technology systems used by INCB. In particular, ensure that data collected in these systems are in compliance with reporting requirements under the drug control conventions. Liaise with UNODC and other relevant partners to ensure that information technology systems developed and used by other stakeholders comply with obligations under the drug control treaties; Liaise on substantive issues with counterparts in various offices of UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies, such as the World Health Organization (WHO), ICPO-Interpol and the World Customs Organization (WCO); Supervise support staff members, guide consultants and associate experts; perform other duties as required; Provide ad hoc secretariat support to INCB sessions and to the Office of the INCB Secretary; Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Education
An advanced university degree (Master’s degree or equivalent) in business administration, economics, international relations, law, political science, statistics, international relations, public administration, pharmacology or related field is required. A first-level university degree in similar fields in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of professional experience including at the international level in areas related to psychotropic control, law enforcement, criminal justice or research, is required At least two years of work experience at national level in government or private sector position in the control of psychotropic substances is desirable. Work experience in either planning, designing, developing or implementing computer information technology systems in the area of drug control at the international or national level is desirable. Work experience in conducting analysis of statistical data relating to controlled substances, in particular psychotropic substances, is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of either French or Spanish or Arabic is desired.
