Overview of position

Our client in Yemen seeks to contract a district based ES & OHS Safeguard Assistants to assess, design, supervise & report the implementation of the ESF instruments.

Role objectives
  • Oversee the implementation of all ESF instruments including ESMF, SEP, LMP, RPF & any applied instruments for relevant subprojects.

  • Participate in all aspects of interventions, site specific relevant ESMPs development, implementation & monitoring.

  • Monitor the implementation of relevant ESMPs ensuring that national environmental laws & our clients ES standards as well as the donor are fully complied with & the reporting requirements are fulfilled.

  • Carry out a regular supervision of the civil works progress & environmental, social & OHS compliance by the contractors.

  • Enforce the implementation of the approved ESMPs by the contractors.

  • Immediate report to project ESOHSSE of any incidence happening at the site of the civil works (community, staff / workers accidents, any environmental catastrophes, etc.).

  • Contribute & participate in assessment & valuation of the community’s properties affected by the project activities.

  • Ensure compliance with & / or implementation of the effective application of any project related action plan as applicable.

  • Participate in establishment of Grievance Redress Mechanism (GRM) at the district level & ensure that it is operational.

  • Ensure that social & environmental grievances are managed effectively & transparently through the grievance redress mechanism.

  • Conduct training of sub project staff & community representatives in environmental & social management, public consultations, OHS monitoring measures or as required by the project ESOHSSE.

  • Work with project ESOHSSE to ensure reporting, monitoring & evaluation fully address the environmental & social compliance issues of the subproject, provide a well documented, evidence based compliance reports to be incorporated into the project weekly, monthly, quarterly & annual reports.

  • Prepare & submit the weekly, monthly, quarterly & annual environmental, social , OHS compliance.

  • Any ES & OHS related work requested by supervisor.

Project reporting
  • This role reports to the Project Manager / Environmental & Social Safeguard Specialist of the project.

Key competencies
  • Must have an bachelors degree in environmental & / or social studies (environmental science / management, environmental engineering, sociology, anthropology or related fields with a minimum 5 years of experience in the supervision of civil works & working with contractors.

  • Must be fluent in both English & Arabic.

  • Experience in the EIA environmental or social assessments.

  • Experience in implementing environmental & social management plans or action plans, monitoring plans.

  • Capacity to lead stakeholder engagement, public consultations, communication & information with affected communities.

  • Knowledge & experience in Yemen regulations & permitting processes related to environmental, social, OHS risks management.

  • Ability to interact with communities & contractors.

  • Effectiveness in analyzing & resolving project implementation issues.

  • Familiarity with the relevant government procedures & regulations.

  • Familiarity with our clients ES standards & donor standards.

  • Demonstrated ability to work in teams & have leadership skills.

  • Be an organized person to keep track of many different project activities.

  • Ability to prepare reports in English & to read & communicate in Arabic & English.

  • High level of computer literacy, including Word, Excel, PowerPoint, use of email & the internet.

  • This role has no team management responsibility.
