Result of Service
The ultimate result of service is the report on the contributions of the Basel, Rotterdam and Stockholm conventions to the implementation of the Global Framework on Chemicals, including possible recommendations, on how the conventions can contribute to the Global Framework on Chemicals, for consideration by the Conferences of the Parties to the Basel, Rotterdam and Stockholm conventions at their next meetings in 2025. The analysis will build on existing work under the conventions, research and policy documents, supplemented by interviews as appropriate.

Duties and Responsibilities
Under the guidance of the Secretariat and in consultation with relevant international organizations, the consultant is expected to: 1) Develop a desk study and compilation of relevant information and bibliography for the production of the report from various sources (convention texts and decisions of their bodies, assessment panels’ reports, scientific literature search, interviews with relevant BRS international stakeholders, among others); 2a) Identification of opportunities for cooperation and coordination in the implementation of the BRS Conventions and the Global Framework on chemicals considering the institutional arrangements, scope, principles and approaches, strategic objectives and targets of the Global Framework on Chemicals and the obligations, mandates and actions of the BRS conventions and its subsidiary bodies; Prepare an initial draft of the report. 2b) Develop recommendations for (i) cooperation and coordination in the national implementation of the BRS Conventions and the Global Framework on Chemicals; and (ii) international, regional and sectoral cooperation and coordination in the implementation of the BRS Conventions and the Global Framework on Chemicals; 3) Develop a revised draft report on the contributions of the Basel, Rotterdam and Stockholm conventions to the implementation of the Global Framework on Chemicals, including possible recommendations, on how the conventions can contribute to the Global Framework on Chemicals, for consideration by the conferences of the Parties to the Basel, Rotterdam and Stockholm conventions at their next meetings. 4a) Consult with relevant stakeholders identified by the BRS Secretariat and obtain feedback on the assessment report. 4b) Prepare a third draft of the report. 5) Subsequently, revise the report according to comments/ feedback and produce a final report.
Qualifications/special skills
Academical qualifications: An advanced university degree in environmental sciences & management/law/policy/engineering/physical sciences (in particular chemistry or biological sciences) or related field is required. A first-level degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven years of experience in the field of environmental sciences/law/policy/ management/engineering/environmentally sound management of chemicals and/or wastes. Knowledge of the Basel, Rotterdam and Stockholm Conventions, its provisions and processes under the Convention and/or experience on its implementation. Experience in analyzing environmental data and developing publications of a technical nature within the context of international organizations. Knowledge of SAICM and GFC.
Languages
Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required, including strong drafting, and writing skills.
