Position Objective

Under the overall direction of the Head of the Independent Evaluation Unit, the Policy Researcher will provide comprehensive support to the IEU for the policies and Board-related affairs.
S/he will be reporting to the Head of the IEU and/or the Evaluation Specialist-Admin and legal. The appointee is expected to exercise initiative, discretion, and good judgement in the analysis and resolution of issues that require technical or specialized knowledge of the IEU, policy, and procedures. 


The Policy Researcher should have a keen instinct to learn and develop skills that they may not have at the onset of the role. She/he will contribute to the development and negotiation of institutional policies and maintain productive relationships with internal and external stakeholders.
 

Purpose 

  • Provide technical support for GCF Board meetings and related activities to ensure that the IEU's contributions to GCF decisions are well-informed.
  • Support development of IEU policies, in researching, drafting, negotiating, and preparing key documents.
  • Support evaluations and other tasks of the IEU including capacity building, communication, logistics, data analysis and writing. 

 
Engagement

  • As a member of the IEU, to manage and maintain own relationships with relevant Secretariat, other IUs, and other relevant actors for Board-related work, as well as with accredited entities and other GCF stakeholders externally to build and formalize relationships
  • To build productive relationships with IEU’s external stakeholders and leaders in the field of evaluation and climate change
     

Delivery

  • Provide technical support on IEU Board affairs and matters related to GCF Evaluation Policy and GCF Evaluation Standards.
  • Provide support for GCF Board meetings and other events and meetings related to the functioning of the IEU, for example assisting in the preparation of relevant documentation, taking minutes, preparing summaries of discussions, meeting reports, drafting agreements and other legal documentation.
  • Support negotiating GCF and Board documents on behalf of the IEU with stakeholders of the GCF and GCF ecosystem, including the budget committee, GCF Board, relevant Secretariat divisions, AEs and other partners
  • Support the development of IEU policies and documents including internal operational policies, Work Plan and Budget and IEU’s Three-year Rolling Objectives, and more.
  • Conduct policy research and analysis to support providing advice and recommendations to the Head on Board decisions, Board documents, policy documents, and other institutional documents
  • Support the negotiation of institutional and Fund-wide policy and legal matters of the IEU
  • Provide support to IEU’s evaluations which include those at the corporate level and project level, rapid assessments, and synthesis, through analyses, data (quality and quantitative) and syntheses.
  • Support any additional analytical and operational tasks as assigned by the Head of the IEU, or designated primary supervisor, and perform tasks routinely undertaken by members of the Unit, including for instance: assistance with communications, logistics, data analysis and writing.
  • Support the IEU’s ongoing work on capacity, learning and uptake, on the basis of needs and as requested by the Head of the IEU.
  • Perform other related duties including travel, as required.
     

Requirements (Education, experience, technical competencies required of the job)

 

Education and relevant work experience (minimum requirement)

  • Bachelor’s degree combined with 3 years of relevant working experience in a professional capacity, such as experience within an international organization, development agency, governmental, private sector or non-profit sector.
  • Extensive experience working with Senior Management.
  • Holding a Master’s degree is a distinct advantage.
     

Skills (i.e. technical skills)

  • Ability to articulate complex issues verbally and in writing in a concise manner.
  • Experience in an international setting, and ability to work independently and take initiative in response to the IEU's needs.
  • Ability to support the establishment and maintaining relationships with key partners –including but not limited to the ability to represent the unit and interface effectively with stakeholders.
  • Exceptional organizational skills, ability to facilitate communication between various levels of management and work independently in order to meet deadlines, ability to multitask and pay close attention to detail
  • Willingness to cooperate with other staff in a team and contribute to a harmonious environment is essential.
  • Experience of establishing strong working relationships with colleagues from different functions and cultures. Proven ability to work innovatively within a team environment.
  • Mature judgment and absolute commitment to confidentiality.
  • Familiarity with climate change topics, evaluations, policies, international politics is desirable.
  • Excellent communication skills and high emotional quotient.
  • Strong competence and professional autonomy in the use of standard software programmes: Excel, Word, PowerPoint, SharePoint, Outlook, OneDrive and Access.
  • High degree of tact and discretion in dealing with internal and external clients, staff and managers at all levels, and in handling confidential and sensitive information.
  • Strong initiative and record of performance with low supervisory requirements to function effectively as a member of a team within high pressure work environment.
  • Capacity to work long hours as needed.
     

Language requirements

  • Excellent written and oral communication skills in English are essential for this position; knowledge of another UN language would be an advantage.
