Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality. The Pakistan Red Crescent Society (PRCS) is the leading humanitarian organization in Pakistan, founded in 1947, with its mission to alleviate the suffering of the most vulnerable population by mobilizing the power of humanity in compliance with the fundamental principles and humanitarian values of the International Red Cross and Red Crescent Movement (the Movement). As an auxiliary to the government, its core expertise and areas of focus are disaster management, healthy and safe living, climate change adaptation and resilience, youth and volunteering and organizational development. PRCS, with a National Headquarters (NHQ) based in Islamabad, seven provincial/state branches, 92 district branches, has a roster of active volunteers with the capacity to be deployed for rapid response at national, provincial and district levels in all the affected areas, utilizing their expertise. PRCS has a strong portfolio implementing long-term programming alongside responding to disasters and health emergencies within the country.

 

Job Purpose

The purpose of consultancy is to support PRCS to firstly develop a Migration and Displacement Policy as a framework to guide PRCS staff and volunteers to engage in programming, principled partnerships and humanitarian diplomacy on migration and displacement, aligned with the IFRC Policy on Migration, and the Movement Policy on Internal Displacement . In addition, the Strategy will provide a road map to PRCS for addressing the needs of various categories of migrants residing in Pakistan and integrate Migration & Displacement with other programs of PRCS.

 

Job Duties and Responsibilities

  1. The Scope and Function:

With this scope of this assignment, the consultant will undertake but not necessarily limited to the following tasks:

  1. Prepare and share a timeline and conduct a desk review of existing documents on Migration and Displacement, organize consultations with key stakeholders at national and provincial level to assess opportunities and identify the key challenges and gaps relating to the area of Migration and Displacement in the country.
  2. Develop Migration and Displacement policy and strategy while keeping in view the finding of PRCS National Assessment Report on Migration and displacement, desk review, consultation with stakeholders and current core programs of PRCS.
  3. Draft the Migration and Displacement Policy and Strategy for 5 years in alignment with the following: 
      1. IFRC policy on Migration, Movement policy on internal displacement, IFRC Global Strategy on Migration and other relevant guidance while respecting the specificities of the context.
      2. Coherence and alignment with the existing laws of the country and international obligations related to migration and displacement.\
      3. The development of a Migration policy and strategy must be informed by a comprehensive analysis and understanding of the major national, regional and global Migration and Displacement trends and potential target groups.

 4. Design work plan and process to disseminate the Migration and Displacement       Policy and Strategy, internally within the National Society, and externally with potential donors, partners and relevant stakeholders.

5. Guidance on how migration and Displacement would be best placed within the structure of the National Society.

6. Present the draft Policy and strategy to all key stakeholders in a workshop to seek feedback before finalization. Incorporate feedback received and share a final version of policy and strategy ready for printing.

7. Development of SOPs/ guidelines, tools and templates related to integrating migration and displacement in core programs of PRCS.

8. Prepare detailed plan for rollout of the migration and displacement policy and strategy for 5 years.

9. Conduct a workshop to induce the Policy and Strategy in PRCS staff and volunteers in NHQ and key branches. A plan for adopting and disseminating the Migration and Displacement Policy and Strategy within PRCS.

  • PRCS Policy on Migration & Displacement
  • PRCS Strategy on Migration & Displacement
  • A Roundtable with PRCS and other Movement partners as appropriate to validate the draft Policy and Strategy
  • A roll out workshop
  • A plan for integrating and disseminating the policy and strategy with in PRCS.

NOTE:

  • IFRC will Provide all existing IFRC Policies and documentation to PRCS/consultant.
  • Logistic arrangements for consultant/Workshop regarding Migration & Displacement Policy and Strategy development activities.

  • The consultant is invited to submit applications along with a cover page, Curriculum Vitae (CV) and Technical Proposal for the consultancy along with detailed workplan for the duration of consultancy.
  • Brief description on why the individual considers himself/herself as the most suitable for the assignment, and a methodology on how he/she proposes to approach and complete the assignment with workplan.
  • Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, based on the deliverables while keeping in view the logistic arrangement would be facilitated by IFRC.

Education

• Master’s degree in Migration Studies, Development Studies or Social Sciences.

 

Experience

• Professional experience in Migration, displacement, protection issues and familiarity with trends and dynamics of migration and displacement in Pakistan and global.

 

• Experience in development of policy and strategy on Migration and Displacement, planning and implementation.

 

 

Working Experience with international Red Cross and Red Crescent Movement is highly desirable.

• Proven track record of working directly with migrants or refugees.

 

Knowledge, Skills and Languages

Excellent command of the English, Urdu language (Writing and Speaking)) and effective communication skills.
