GCF recognizes the fundamental role of the private sector in meeting global climate finance needs. Private Sector Facility (PSF) was established to fund and mobilize private sector actors, including institutional investors, and leverage GCF’s funds to crowd in private capital. By directing GCF’s concessional and risk-tolerant capital towards priority sectors, PSF aims to effectively attract private climate financing and bridge funding gaps in developing countries. PSF seeks to recruit a Senior Consultant for Private Sector Engagement to carry out the tasks, duties and responsibilities, deliver the set deliverables and provide support to the hiring unit as detailed below. The consultant will join the GCF on a remote basis. The assignment is for an initial 90 days over a 6-month period.

Background
At its thirty-second meeting (B.32), the Green Climate Fund (GCF) Board conducted the review of the initial private sector facility modalities and endorsed the Private Sector Strategy (PSS) and its accompanying outreach plan. In order to operationalize and implement the PSS, PSF is planning to systematically engage with private sector entities involved in climate finance, with inaugural in-person launch event to take place in the 4th quarter of 2024. 
 

Role
The Secretariat is seeking the services of a consultant to support the PSF’s outreach and engagement efforts with the private sector investors.

 

Duties and responsibilities
The consultant will:

  • Write a background on key global trends in climate finance which will form the basis for design of the first in-person convening of the private sector network.
  • Lead the launch, as well as the screening and selection process, for members of the network of private sector entities. Plan and participate in the in-person launch event of the network. 
  • Lead ongoing engagement activities, create and distribute regular updates and informative content to the network members.
  • Coordinate and facilitate convenings of the private sector entities in various formats (in-person, hybrid, remote).
  • Initiating and guiding various workstreams under the private sector engagement initiative.
  • Document key learnings and compile an annual report summarizing the outcomes of the engagements. 
  • Advise and support PSF with other private sector outreach and networking initiatives as required.

 

Deliverables

  • Successfully form the network of private sector entities and its associated workstreams.
  • Design and execute the in-person launch event for the network.
  • Design and organize regular meetings for the network in various formats with strong participation and engagement.
  • Regularly provide the private sector entities with valuable content, including updates on investment initiatives and insights into relevant trends and opportunities in climate finance for developing countries.
  • Produce a final report at the assignment’s conclusion, capturing the learnings and impact of the engagements.
  • The duration of the assignment is expected to be initial 6 months with possibility of extension. 

 

Required experience and qualifications

  • Master’s or higher degree in Finance, Business Administration, Commerce or related areas is mandatory.
  • A minimum of 15 years of experience in the investment sector. This should include at least 5 years dedicated to development finance, with a strong focus on investor relationships.
  • Well-established network within the private sector climate finance, featuring extensive connections that can be leveraged for the objectives of PSF’s private sector engagement.
  • Proven track record of advising international organizations on strategies for private sector outreach and engagement, particularly in the context of climate initiatives is desirable. 
  • Knowledge of and exposure to the latest developments in climate finance. 
  • Experience working within developing countries, coupled with an understanding of the unique investment challenges and opportunities specific to these environments.
  • Demonstrated ability to create engaging and informative written content specifically tailored to investment topics, as well as to develop materials for events and conferences.
  • Previous experience in planning, coordinating and executing professional events.
