Org. Setting and Reporting
The Department of Safety and Security (UNDSS) is responsible for leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. This position is located in the Office of the Under-Secretary-General (OUSG) in the United Nations Department of Safety and Security in New York. The incumbent reports to the Under-Secretary-General (USG). Responsibilities
Within delegated authority, the Special Assistant (Political Affairs Officer) will be responsible for the following duties: • Reviews and monitors activities in the country and substantive areas for which they are the Office of the Under-Secretary-General (OUSG) focal point and follows up on related issues, initiatives, and strategies. • Assesses and analyses operational, political, and security trends and developments which might affect the work and approach of the Department; recommends solutions/possible action by the Under-Secretary-General (USG). • Prepares reports and papers on sensitive and high-profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for the Under-Secretary-General. • Acts as OUSG focal point for collection and analysis of information on political issues that the Department could be asked to respond to in support of the UN. • Arranges and participates in member state negotiations and briefings, and missions, along with the Under-Secretary-General; plans and advises on priorities for the USG's international missions based on where they should engage with host government authorities to make political-level progress on security issues. • Meets regularly with operational teams including UN staff in Secretariat Departments, agencies, funds, and programmes, member state officials to build support for delivery of UNDSS mandates and ensure prompt and effective communication and coordination. Advises the USG on engagement with member states on issues relating to the Department's role and priorities. • Provides up-to-date information to the Under-Secretary-General regarding substantive political matters with security implications and makes recommendations on points to consider when determining what actions to take. • Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations. • Participates in conferences and other fora related to his/her assigned area of expertise. • Carries out, in consultation with the USG, administrative functions relating to staff and workforce planning and budget. • Drafts plans for initiation of strategic reviews, Departmental projects, and operations. • Performs other related duties as required.

Education
Advanced university degree (Masters degree or equivalent) in political science, international relations, international economics, law, public administration or other related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political affairs, international relations, humanitarian affairs, law, disarmament, security, development management, conflict resolution or related area is required. A minimum of three years of international experience working in a field environment in a conflict, post-conflict, or humanitarian emergency setting in the past seven years is required. Experience providing technical, policy and operational advice directly to senior officials on political, peace and security, or humanitarian issues and operations is required. Experience working in an advisory and facilitiation role in the front office of a senior official within the UN Common System or similar international organization is required. Experience in risk management in relation to the implementation of political, peace and security, and humanitarian programmes and mandates within the UN Common System or similar international organization is required. Experience of the political and budgetary decision-making processes in the UN Common System or similar international organization is desirable. Experience in analysing and interpreting data in support of decision making is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (oral and written) is required. Knowledge of another official United Nations language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
