A roster of suitable candidates will be established for this post as a result of this selection process for fixed-term appointments against established posts and positions funded by general temporary assistance (GTA).

Organisational Context

Under the direction of the Prosecutor, in close collaboration with the Immediate Office of the Prosecutor  (“IOP”), and under the management and guidance of the P4 Judicial Cooperation Adviser (Head of External Affairs Unit), the judicial cooperation team provides strategic, technical and operational advice and guidance in support of all judicial assistance requests and responses sent on behalf of the Unified Teams of the Office of the Prosecutor. The judicial cooperation team also administers an Office-wide judicial cooperation tracking system and oversees all communications and records related to outgoing and incoming requests for assistance in the database. It is responsible for identifying and addressing thematic challenges faced by the Office in its judicial cooperation.

Duties and Responsibilities

Working in support of the activities of all Unified Teams, the incumbent will perform the following tasks and duties:

  • Researches and provides advice on the full range of issues relating to Judicial cooperation and/or specific external relations and state cooperation issues arising from ICC proceedings.
  • Drafts plans and strategies aimed at achieving greater impact on the judicial cooperation and the relevant external relations for facilitating judicial cooperation of the Office.
  • Alerts senior management and the Head of Unit on new initiatives with potential to strengthen the Court’s impact in the area of judicial cooperation.
  • Monitors activities of key stakeholders and their impact on the Office’s work and provide advice accordingly.
  • Drafts  speaking notes, speeches, briefing papers regarding judicial cooperation matters.
  • Drafts or reviews correspondence addressed to government officials, UN agencies, NGOs, civil society and private sector. Drafts any correspondence needed for recurring seminars and meetings  such as strategic meetings between the Registry and the NGOs, thematic seminars, etc.
  • Provides advice on opportunities for the conclusion of relevant agreements and lead negotiations.
  • Coordinates with and provides advice to OTP staff based in country offices in the implementation of judicial cooperation and state cooperation activities, strategies and follow up, as well as liaises with diplomatic and State representatives, judicial authorities and other intergovernmental organisations (EU, AU, OIF, etc.).
  • Provides guidance and support, including in relation to relevant HR processes to other members of the Judicial Cooperation Team.
  • Requests for assistance to States and International Organisations mindful of the legal basis, relevant case law and particularities of the case.

Essential Qualifications

Education:

Advanced University degree (Master’s degree or equivalent) in law, political science, international relations or other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Five years (seven years with a first-level university degree) of progressively responsible experience in the area of external or international relations, cooperation, negotiation or international criminal justice is required.
  • Experience working in judicial cooperation in criminal matters is required.
  • Relevant international experience, in particular in working and liaising with States, International Organisations, and Judicial Authorities is  desirable.
  • Experience in cross-border investigations and related judicial cooperation processes, is desirable.

Knowledge, Skills and Abilities:

  • Knowledge of international cooperation and judicial assistance and/or mutual legal assistance. 
  • Knowledge of criminal law, international criminal law, international humanitarian law and/or international human rights law would be considered a strong asset.
  • Demonstrated problem-solving skills and judgment to resolve a wide range of complex issues/problems.
  • Good drafting skills, ability to write reports addressing complex issues in a clear and concise manner.
  • Keeping strict confidentiality standards.
  • Ability to deal effectively with large document collections or complex data sets.
  • Knowledge of evidence management and disclosure processes, including adhering to evidence admissibility, chain of custody and source management procedures.
  • Ability to work effectively with lawyers, analysts and investigators from different cultural and professional backgrounds and different criminal justice systems;.
  • Ability to use modern analytical software and databases.
  • Excellent diplomatic, communication and negotiation skills.
  • Ability to work in a non-discriminatory manner, with respect for diversity.
  • Professional and personal integrity.

Knowledge of Languages:

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is required. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
