Duties and Responsibilities
Under the supervision of the project manager and the overall supervision of the Chief of the Trade Facilitation Section, Trade Logistics Branch, Division on Technology and Logistics of UNCTAD, the consultant will work in the framework of the UNCTAD project: TLAL project on "Accelerate Trade Facilitation", financed by His Majesty Revenue and Customs of the United Kingdom. Concretely, s/he will contribute to a “Study on the situation of women in cross-border trade in the border posts of Huaquillas (Peru-Ecuador) and Desaguadero (Peru-Bolivia). The “Study on the situation of women in cross-border trade in the border posts of Huaquillas (Peru-Ecuador) and Desaguadero (Peru-Bolivia)” aims at: i) Identifying the situation, challenges, and needs of women in cross-border trade, including traders, small traders, service providers and public officials of border agencies; ii) Understanding patterns of formal and informal cross-border trade and the economic contributions of women in cross-border trade; iii) Assessing the impact of existing national policies and regulations on the situation of women in cross-border trade, and iv) Proposing policy recommendations and action plans to overcome challenges and needs of women in cross-border trade. The national consultant will undertake the following tasks and responsibilities: 1. Identify relevant stakeholders in the public and private sector in collaboration with UNCTAD team and the National Trade Facilitation Committees of Bolivia, Ecuador and Peru. 2. Contribute with inputs to the elaboration of questions for interviews and online surveys. 3. Conduct in person interviews at the borders between Peru and Ecuador (Huaquillas) and Peru and Bolivia (Desaguadero). 4. Conduct, at least, two focus groups in each border. 5. Conduct interviews (in-person or online) with associations of female traders from the three involved countries. 6. Conduct/participate in interviews with members of the National Trade Facilitation Committees from the three involved countries Bolivia, Ecuador and Peru and other border authorities. 7. Register all interviews and digitize the answers. 8. Analyze the data collected in the surveys, interviews and focus groups on collaboration with UNCTAD team. 9. Safeguard the privacy and confidentiality of collected data. 10. Assist UNCTAD team in finding sources for desk research that are not accessible online. 11. Send inputs for the report-study based on the data collected and analyzed. 12. Any other task necessary for the study. The study will cover cross-border trade conducted by women, in the border posts of Huaquillas (Peru-Ecuador) and Desaguadero (Peru-Bolivia).
Qualifications/special skills
An advance university degree, Master, in social science, law, development, economics or similar studies is required. A first level degree with 2 additional years of experience may be accepted in lieu of the advance degree. At least 2 years of experience in data collection is required Experience in cross-border trade or gender issues is desirable.
Languages
Fluency oral and written in Spanish is required. Knowledge of Aymara and English is desirable.
