Overview of position

CTG is looking to contract an experienced Project Manager within the structure of the Ministry of Education & Science in Ukraine.

 Role objectives

Under the direct supervision of the Deputy Minister of Education & Science, the Project Manager is responsible for the following duties:

  • To be the Coordinator of interaction between the Ministry of Education & Science in Ukraine & our client (in Ukraine) regarding the implementation of their school feeding program, in matters of school food reform, to establish communication channels between our clent & other ministries, the school food reform office & other stakeholders in the reform, ensuring that all parties are kept informed of the latest developments.

  • Coordinate the implementation of the school feeding program in collaboration with local authorities & general secondary education institutions participating in the school feeding program for the 2024 - 2025 academic year.

  • Coordinate activities & support financial assistants of the program in processing payments, reviewing data & invoices, verification, preparing reports & other tasks.

  • Represent the Ministry of Education & Science in Ukraine in domestic processes related to the implementation of the school feeding program & the reform of the school food system.

  • Participate in the preparation of Memorandums of Understanding (MoU's), agreements, ministry orders & other official documents related to the implementation of the school feeding program & the reform.

  • Support the implementation of school food reform in Ukraine, representing the Ministry of Education & Science, collecting data on progress, needs & the next steps to be taken.

  • Facilitate & assist our client in interactions & communication with regional, local authorities & disseminate messages related to our clients school feeding program.

  • Within the scope of authority, oversee the implementation of the points of the school food system reform strategy for the period up to 2027 & the operational action plan for its implementation for 2023 - 2024, approved by the cabinet of ministers of Ukraine's order.

  • Communicate with partners, ministries & other central executive authorities within the framework of the school feeding program & reform.

  • Collect, consolidate & analyze data (including monthly reports) from stakeholders & various sources.

  • Participate in the development of draft regulatory documents necessary for the implementation of the project.

 Project reporting

This role works under the direct supervision of the Deputy Minister of Education & Science.

 Key competencies

  • Higher education in economics, business administration or project management with at least 2 years of experience in a relevant position.

  • Experience in project management in the field of education & science is an advantage.

  • Experience in personnel management is welcomed & is an advantage.

  • Desirable experience in public service positions.

  • Proven ability to negotiate at the ministerial level is an advantage.

  • Knowledge of English at a level not lower than B2.

  • Ability to maintain communication with a large number of stakeholders.

  • Ability to build large scale algorithms & systems.

  • Developed project management skills, ability to plan work for oneself & others.

  • Demonstrated attention to detail, strong IT skills (especially Excel), problem solving skills.

  • Ability to deliver results under stress & tight deadlines.

  • Strong time management skills.

  • High level of autonomy & interest in the subject.

 Team management

This role has no team management responsibility.

  • Start date must be immediate.

  • The requirement for an in-person supervised written exam in Kyiv.
