Following the widespread devastations caused by Cyclones Idai and Kenneth that hit Mozambique back-to-back in 2019, the Government and its international partners began the long and challenging resilient recovery efforts. The severity of the damages and losses, estimated by the Post-Disaster Needs Assessments (PDNA) at US$3.2 billion, plus the underlying vulnerability and limited capacity in the affected areas, have made the recovery efforts much more difficult. The United Nations Development Programme (UNDP)’s vision of the cyclone recovery programme in Mozambique arises from key considerations related to development, governance and resilience. To realize this vision, in August 2019, UNDP established the Mozambique Recovery Facility (MRF) financed through a multi partner basket fund. The MRF is a five-year programme designed as agile tool to implement short-to-long term recovery activities that will contribute to build resilience to future disasters and address the root causes of vulnerability. In line with the Post-Disaster Needs Assessments (PDNA) and Disaster Response Framework, the Recovery Facility adopted a comprehensive approach to effectively meet the needs of the disaster affected populations in Sofala, Cabo Delgado and other provinces affected by the two cyclones, and now UNDP intends to join the efforts of other partners in supporting the victims of Cyclone Freddy in coordination with key development actors, to ensure Mozambique’s rapid restoration of development pathways in a manner that builds resilience. With financial support from the European Union (EU), Canada, China, Finland, India, the Netherlands and Norway and UNDP with its own resources, UNDP is implementing the MRF programme through an integrated approach, balancing early recovery and resilience building.

It is foreseen that the diver will assist the UNDP team providing transportation for the implementation of the project staff of the Environment Unit as well as for other professionals carrying out activities with the members of the programme in the province.
 

Duties and Responsibilities

Under the guidance and supervision of the Head of Field Office MRF the Driver will support the Decentralization Project as required performing the following tasks which are grouped into

three functional areas

1.Provides reliable and secure driving services of authorized passengers while focusing on achievement of the following results:

  • Safely drive UNDP vehicles for the transport of authorized passengers whenever required.
  • Meeting official personnel and visitors at the airport, visa and customs formalities and arrangements when required.
  • Ensure that the steps required by rules and regulations are taken in case of involvement in
  • accident.
  • Local traffic rules and regulations are strictly observed.
  • Ensures instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey

2.Ensures proper use and maintenance of the UNDP Vehicles while focusing on achievement of the following results:

  • Carry out the day-to-day checks on the mechanical status of the vehicle, check oil, water, battery, brakes, tyres, etc. and ensure that the assigned UNCDF vehicles are road worthy and maintained up to the established security standards.
  • Conduct minor repairs and inform the supervisor of any major repairs.
  • Ensure that the vehicle is washed and kept clean.
  • Log official trips, daily mileage, fuel consumption, oil changes, greasing, servicing done and keeps a log book up to date.
  • Demonstrate exemplary driving practices.

3.Provides administrative support to the Decentralization Project while focusing on achievement of the following results:

  • Timely delivery and collection of mails, documents, supplies and other items, when required.
  • Assists with basic operational support to the Decentralization Project team on tasks such as photocopying documents and filing.

Institucional Arrangement 

Under the supervision of the Head of Field Office MRF the Driver provides reliable and safe driving services ensuring high accuracy of work. The Driver will support the project team/staff in regards to activities, transport of personnel and goods and managing of documents, correspondence and reports.  The Driver demonstrates a client-oriented approach, high sense of responsibility, courtesy, tact and the ability to work with people of different national and culturalbackgrounds.

Required Skills and Experience

 
Education:
  • Secondary education; 
  • Valid Driver's License.
Experience:
  • 3 years' work experience as a Driver/Clerk.

Required skills:

  • Safe driving record; knowledge of driving rules and regulations and skills in minor vehicle repair and clerical experience;
  • Experience in office filling and other administrative-related activities is an advantage;
  • Managing Documents, Correspondence and Reports;
  • Ability to produce accurate and well-documented records.
