PROJECT BACKGROUND

GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

GGGI signed a grant agreement with the Ministry of Environment of the Republic of Korea, for the first projects in the GGGI Kyrgyzstan office titled “Strengthening Climate Resilience through the Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia” (the “Project”), which will focus on landslide and flood prevention measures.

As part of the important value addition, GGGI Kyrgyz Republic has undertaken to include and integrate a strong and innovative gender and social inclusion component into the project implementation. The vulnerable women and men will be engaged in the development of regional climate resilient and green growth assessment on water-related disaster risk and flood management. Adding to this, gender specific risks will be identified, and gender action will be developed to address these risks.

The needs of women will be taken into consideration in the design and delivery of the training and capacity building activities of the project.

 

OBJECTIVES OF THE ASSIGNMENT

In collaboration with the GGGI staff in the country of the Republic of Kyrgyz, the national consultant within the country team will support the development and design of various gender action and strategies focused on climate resilience, climate risk-vulnerability and flood and drought management. The position carries out analytical work related to his/her technical expertise and provides a wide range of contributions in support of delivery of gender-related components in the country project/program.

Especially, for the development of the Gender Analysis, Gender Strategy and Gender Action Plan, the consultant shall provide and develop the information on gender related roles, rights, responsibilities and relations in the local context of the project sites in Talas-Alatau and Ferghana ranges in Kyrgyz Republic and Uzbekistan.

 

DELIVERABLES AND PAYMENT SCHEDULE

Within the duration of the assignment, the consultant is expected to undertake a Gender Analysis, Gender Strategy and Gender Action Plan in order to effectively mainstream gender into the implementation of the project. Specifically, under the direct guidance of the Project Manager and in close collaboration with GGGI’s experts, the consultant will assume the following tasks and deliverables in the table below:

-    The consultant must prepare a detailed workplan outlining the timeline of primary activities, methodology, milestones, validation meetings, and partial and final deliverables.

  1. The in-depth Gender Analysis in the project site is conducted

-    Review relevant GGGI documents on the requirements for gender mainstreaming, including GGGI’s Policy on Gender Equality and the Empowerment of Women.

-    Conduct a detailed gender analysis as guided by GGGI’s Guide to Gender Mainstreaming, particularly emphasizing gender issues in the area and region of intervention

-    Assess and identify key barriers to achieving gender equality and potential gender-differentiated impacts of the project.

4 weeks - upon the submission of the Gender Analysis draft

  1. Gender Action Plan and Gender Strategy on water-related disaster risk and flood management for gender mainstreaming is conducted

-    Based on gender analysis, develop a plan of action that identifies opportunities and entry points for mainstreaming gender into the project.

-    Integrate gender positive actions into each of the project outcomes / outputs / activities.

8 weeks – upon the submission of the Gender Action Plan and Strategy draft

  1. Submission of the final version of Gender Analysis

-    Within 10 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

12 weeks – upon the submission of the Final Gender Analysis Report

  1. Submission of the Gender Action Plan and Gender Strategy Report

-    The final Gender Action Plan and Gender Strategy shall include activities with indicators, outcomes and outputs supporting women’s empowerment and improved gender equality at community levels.

-    Within 10 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

16 weeks – upon the submission of the Final Gender Action Plan and Strategy Report

  1. Submission of Final Report

-    The final report must be reviewed and approved by GGGI and project partners. The Consultant shall consider the comments and necessary revisions proposed. Within 10 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.

-    All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.

EXPERSIE REQUIRED
  • The Consultant shall submit the report in both hard copies and electronic versions readable by a Microsoft Office application.
  • All outputs/deliverables must be in English. In addition, the Consultant may be required to submit the outputs in other languages (Russian or Kyrgyz).
  • The consultant's work progress will be monitored primarily through periodic face-to-face (or virtual) review meetings, and periodicity will be previously agreed with the Contract Supervisor. In these meetings, it will be addressed, among other things, the overview of the contractual obligations, the development of activities, detailed information on achieved milestones, actual achievements made against the timeline initially set, and any other relevant progress details.
  • GGGI's supervisor/project manager must approve all deliverables. All Deliverables must be completed by GGGI's formatting requirements and submitted with proof of editable file back-up (e.g., .docx, .pptx) in the GGGI SharePoint system. Final products must be developed according to standard templates that GGGI will provide the Consultant. Where relevant, the Consultant shall also offer sets of raw data, research materials, and meeting notes related to the contractual objective.
  • An Advanced degree (Master’s degree or equivalent) in international relations, sustainable development, climate change, environmental economic, gender study, social sciences, or related fields is required
  • Minimum 5 years practical experience in supporting the delivery of international development, particularly in gender equality, gender mainstreaming, climate change, green growth, sustainable development, social inclusion, poverty eradication and green growth/climate change nexus; or other related sub-sector 
  • At least two (2) years of experience working with government institutions and international or not-governmental organizations supporting gender and development in the specific area of intervention, ideally in developing countries.
  • Experience in Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects/program, especially in specific area of intervention, is highly advantageous
  • Exceptional quantitative and qualitative analysis skills, alongside strong synthesis and strategic thinking skills, and experience in developing technical reports including undertaking research, primary and secondary data collection, analysis and report writing
  • Through understanding of the gender context in the Kyrgyz Republic and Uzbekistan as well as in Central Asia; Familiarity with gender analysis tools and methodologies in the specific area of intervention
  • Good interpersonal skills, ability to work collaboratively with colleagues from diverse cultural and ethnical backgrounds
  • Fluency in written and spoken English, Russian and Kyrgyz communication is required for this assignment.
  • Proficiency in standard Microsoft Office.

 

ADMINISTRATIVE INFORMATION

  • Consultancy Fee for this individual is determined based on the selected candidate's experience and qualifications.
  • The candidate shall quote an all- inclusive Daily Fee for the contract period and a supporting document proving he or she has received such a daily rate in the past. The term “all-inclusive” implies that all costs (professional fees, communications, consumables, etc.) that could be incurred by the Independent Contractor (IC) in completing the assignment are already factored into the daily fee submitted in the proposal. If applicable, travel or daily allowance cost (if any work is to be done outside the IC’s duty station) should be identified separately. Payments shall be made on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a timesheet indicating the days worked in the period.
  • Date to close is Korean Standard Time (KST).
  • Applications submitted after the deadline will not be considered.
