CARE Palestine - West Bank/Gaza's program scope has continued to expand, covering both development and humanitarian interventions with the aim to address poverty and social injustice and respond to the recurring humanitarian crises across the country. CARE Palestine operates under a triple nexus approach integrating humanitarian, development, and peace/security programs to build resilience and achieve sustainable positive impacts, especially for women and girls.

Position Overview: CARE Palestine is seeking a dynamic and experienced Assistant Country Director for Program Quality (ACD-PQ). The ACD-PQ will ensure the effective design and implementation of long-term development and humanitarian programs, contributing to CARE’s mission of eradicating poverty and social injustice. This role will focus on developing and implementing a comprehensive program strategy, emphasizing long-term development solutions while maintaining readiness for emergency humanitarian responses, particularly in Gaza.

RESPONSIBILITIES:

Program Assessment, Quality, and Strategy Development:

  • Lead the development and implementation of a robust program strategy integrating long-term development and humanitarian actions.
  • Oversee program design, development, implementation, monitoring, and evaluation to align with CARE's quality standards and gender equality strategies.
  • Develop and update emergency preparedness and response plans.
  • Ensure the implementation of monitoring and evaluation systems to demonstrate impact and promote improved programming through learning.

Program Management and Implementation:

  • Ensure effective management and implementation of all programs to achieve goals, comply with CARE policies, and demonstrate sound resource management.
  • Oversee the rapid scale-up and implementation of humanitarian and development programs, ensuring donor contractual obligations are met.
  • Manage financial and other resources, including budget reviews and monitoring.
  • Ensure compliance with donor reporting standards and timelines.
  • Coordinate with Program Support units (finance, procurement, HR, transport) for efficient program implementation.

Staff Management and Development:

  • Supervise and coordinate the Program team, ensuring effective performance management and staff development.
  • Address performance issues constructively and provide regular feedback and coaching.
  • Develop succession planning strategies and identify potential talent for future leadership roles.
  • Foster a motivating work environment to keep staff productive and innovative.
  • Oversee recruitment and orientation of new senior program staff.

Resource Mobilization and Donor Relations:

  • Develop and maintain strong relationships with donors, CARE Members, and other stakeholders.
  • Ensure a continuous pipeline of funding opportunities through quality proposals and intelligent partnerships.
  • Maintain an up-to-date database of funding opportunities and pipelines.
  • Ensure timely reporting and communication with CARE's Humanitarian Teams, CI members, and donors.
  • Respond to media and communication requests to support fundraising efforts.

QUALIFICATIONS:

  • Master's Degree in Development Studies, Social Sciences, or a related field, or equivalent experience.
  • Extensive program leadership and management experience in an international NGO at a senior level.
  • At least 10 years of senior program management experience in both development and humanitarian contexts.
  • Strong conceptual skills in developing comprehensive program strategies.
  • Experience working in complex emergencies and protracted displacement scenarios.
  • Experience managing long-term development programs focused on economic development and market approaches.
  • Proven track record in resource mobilization with private and institutional donors.
  • Demonstrated experience in program design, implementation, monitoring, and evaluation.
  • Fluency in spoken and written English.
