1. Project Background

The consultant position in the Finance and Data Management team of the Office of the Controller (CTL) shall play a key role in implementing the enterprise data platform project and establishing business data knowledge management. The key areas for engagement include: • Financial Management Dashboard: further development and enhancements of the financial management dashboard, IO management dashboard, and weekly disbursement dashboards. • Business Data Dictionary: collaborating with the IT data team to contribute to the Bank-wide data dictionary, particularly from the CTL perspective. • Data Ingestion and Automation: ongoing work on iLap and TMS data ingestion into the Data Platform and supporting the automation of data feeds to downstream users. • Self-Service Data Access: Working closely with the ITD team on the self-service data access project.

2. Objectives of the Assignment

To support on several data related initiatives which is carried out by the team.

3. Scope of Services

As part of the team, the main responsibilities include: 1. Business data knowledge management (including CTL data dictionary): • Creating a comprehensive business data knowledge base, mapping project life cycle to data points, and developing a data dictionary and other taxonomy related to business data. • Ensuring consistency and standardization by establishing standard definitions and formats for data elements, maintaining data integrity and accuracy. • Enhancing data quality by ensuring accurate and consistent usage of data through standardized definitions and formats. • Supporting data integration by acting as a reference tool during the integration of data from different sources, ensuring compatibility and coherence. • Documenting data information at different stages of the project life cycle, identifying potential gaps or limitations, and outlining specific data requirements and availability for each phase. 2. CTL Datamart: • Collaborating with the IT Department (ITD) to create a CTL Datamart/Database that enhances analytical and automation capabilities for business analysis and decision-making. • Defining business data needs and overseeing the data sync frequency, validation, and retrieval of relevant data from the Datamart. • Utilizing the Datamart to automate manual processes and generate insights for business analysis. 3. Data Platform ingestion, migration, and validation: • Ingesting data from Treasury Management System and Loan Management System into the Data Platform to centralize data management and benefit multiple departments. • Performing data management tasks such as reconciling, transforming, and ingesting large amounts of data. • Validating data discrepancies and identifying issues across multiple systems. • Overall, the consultant will contribute to the successful implementation of the enterprise data platform project and ensure effective management of business data knowledge and analytics capabilities. 4. Other business assigned by the team or assignment manager.

4. Consultancy Output / Deliverables

Project delivery; Management Dashboards; Self-service datamart set up; Business data knowledge documentation. Other items which is required by the team.

5. Implementation Arrangement

The consultant is expected to work in AIIB HQ office.

6. Support to the Consultant by the Bank

The Bank will provide necessary working tools, e.g. laptops, software and etc.

7. Knowledge Transfer and Training

The knowledge should be transfer back to the Bank's staff upon assignment completion.

Qualification Requirement

• 5 years of relevant practical experience in a multilateral development bank, large-scale international organization, or multinational corporation (MNC). • Strong attention to detail, diligence, and ability to complete assigned tasks within given timelines. • Proficiency in data management, excellent skills in Excel, SQL, Python, or other relevant tools for performing assigned tasks. • Ability to think outside the box and find efficient solutions to problems. • Possess business analytical skills, with knowledge of enterprise data warehousing, big data, and related concepts. • Self-motivated, able to work under pressure and independently. • Results-oriented, driven for achievement, and has a strong teamwork spirit. • High level of personal integrity and a sense of accountability.
