Senior Finance Assistant (G6)

Tasks and Responsibilities:

Under the direct supervision of National Chief of Accounts NP-3 as a first-level supervisor and the Chief of Financial Management P-4 as a second-level supervisor, the successful candidate will be tasked with the following duties:

  1. Reviewing the incoming requests for payments for completeness and accuracy and ensuring compliance with the relevant financial rules and regulations of the OSCE and whenever necessary contacting the certifying officers to clarify information, address discrepancies or request additional supporting documents prior to processing the payment vouchers in Oracle;
  2. Processing payment vouchers for vendors, Implementing Partners, petty cashes, Project operational advances etc. Running reports regarding processed payments; acting as a focal point for processing travel claims and Implementing Partner payments of the whole Mission, answering all queries related to these issues;
  3. Adjusting and maintaining electronic DSA Claim form in intranet, checking claims on daily/monthly basis and examining incoming claims and OTA requests to ensure that all certification and documentation is available, checking the correctness of budget information, obtaining missing information and preparing Payment Vouchers for DSA entitlements/flight costs and all other travel claims and submitting them to Human Resources; checking relevant Administrative/Financial rules;
  4. Providing ongoing guidance and advice to administrative assistants in HQ and Regional Centers on problems related to processing of vouchers, travel claims or other accounting matters; answering queries in relation to payments made from suppliers or from other OSCE Mission in Kosovo (OMiK) offices, drafting written replies, providing day to day support;
  5. Ensuring that the deadlines of OMiK Finance and OSCE financial rules and procedures are adhered to; monitoring the outstanding operational advances, advances to mission members;
  6. Checking the technical and accounting details of the Implementing Partnership Agreements (IPA), settlements of the advances, ensuring validity and accuracy of the submitted supporting documentation as a proof of expenditure for advance settlement, proposing corrective actions to National Chief of Accounts and to relevant Programme in cases of invalid expenditure or inaccurate supporting documentation, addressing any delays in the submission of the settlement, maintaining regular contact with the Implementing Partners and if needed providing training to them. Maintaining up to date record of all the Implementing Partnership Agreements signed in the Mission in order to maintain full oversight and control over issued prepayments and settlement to advances;
  7. Extracting numerical data from IRMA that is used for the Missions different analysis, forecasts and presentations;

Necessary Qualifications:

  • Completed secondary education, supplemented by formal studies in administration/finance/accounting or project management;
  • Minimum of six (6) years of relevant experience in the field of finance – accounting, treasury and financial project management, with good understanding of procedures and requirements for accounts and treasury as well as monitoring and management of project processes, preferably also in an international environment;
  • Excellent written and oral communication skills in English and local languages;
  • Computer literate with practical experience with Microsoft Packages, especially Excel and Word and experience in working with Oracle applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1,246.67 Euro/month. Social benefits will include participation in the OSCE group medical insurance scheme and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The Organization shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
