Organizational Setting

FAO Emergency program in Myanmar objectives are\: i) Rebuilding agriculture-based livelihoods through supply of agricultural, livestock and aquaculture inputs and cash transfer, training on good agriculture practices, climate smart agriculture, nutrition, provision land preparation harvesting equipment, improving animal health services; ii) Rehabilitating productive infrastructure and contribute to conservation through fishpond renovation and construction through cash-for-work and agricultural land rehabilitation; and iii) Improving disaster Risk Reduction, early warning and anticipatory action systems as well as community based disaster risk management.


Reporting Lines

Under the overall supervision of the FAO Representative in Myanmar and the operational supervision of the Emergency and Rehabilitation Coordinator, under the technical guidance of the Lead Technical Officer, in close cooperation with relevant technical officer(s) and the team dedicated to emergency projects, the following tasks will be undertaken by the National Program Coordinator.


Technical Focus

Expertise and capacity to coordinate, design and implementation of emergency livelihoods interventions. The incumbent will ensure that all Project’s activities are technically of high quality and are anchored into the local context.


Tasks and responsibilities

Project Management and Coordination

• Support the Emergency program team in coordinating and managing project activities within the emergency program portfolio of FAO Myanmar.
• Ensure timely implementation of project activities, adhering to humanitarian principles, standards, and the Accountability to Affected Populations (AAP) guidelines.
• Coordinate the preparation of procurement plans to ensure smooth project delivery.
• Assist in policy development, including reviewing and analyzing issues and trends, and preparing impact evaluations or equivalent studies.
• Participate in the program planning, and project design (concept notes and proposals).
• Prepare various written outputs, such as situation reports, background papers, analyses, sections of reports and studies, and inputs to publications.
• Contribute to the preparation of information materials and visibility items, following project documents and FAO guidelines.
• Promote FAO’s emergency and resilience agenda with partners, UN Agencies, regional organizations, NGOs, and donors.
• Coordinate project efforts at the local level with relevant stakeholders, including other UN Agencies and local and international NGOs.
• Participate in resource mobilization efforts, engaging with donor institutions and development partners.
• Participate in interview panel of program staff as needed.
• Perform other relevant duties as required.

Technical and Operational Support

• Prepare and develop necessary Letters of Agreement (LOA) with FAO local partners and service providers
• Closely monitor budget expenditures and budget planning for the entire emergency program
• Initiate and review the technical specifications for project inputs.
• Support the procurement and follow up the timely delivery of projects inputs inline with the procurement.
• Provide recommendations and insights to the Emergency and Rehabilitation Coordinator and country office management to enhance project implementation efficiency.
• Participate when required in regular meetings with FAO local partners and service providers to monitor the implementation of LOAs and identify potential issues.
• Ensure timely submission of updates and reports from project teams, including those from partners covered by LOAs.
• Conduct regular field visits and ensure monitoring exercises are conducted per FAO guidelines.
• Contribute to the formulation and implementation of a Monitoring and Evaluation tools/plan to achieve project outputs and objectives.
• Monitor project budgets to ensure full utilization of funds and coordinate quality control and delivery of inputs.

Minimum Requirements


• Advanced university degree in agriculture, livestock, aquaculture, economics, social science or related field;
• At least seven (7) of relevant experience in management and coordination of food security, resilience, and rural development programs, or related area;
• Working knowledge of English\:
• National of Myanmar.

Technical/Functional Skills

• Relevant experience in the United Nations system;
• Understanding of FAO policies and programmes is considered a strong asset;
• Work experience in more than one location or area of work, particularly in field positions is desirable;
• Knowledge of computer programme - Microsoft Office package;
• Expertise in management of food security, resilience, and rural development projects, or related area;
• Relevant experience in programme/project formulation, analysis, planning and implementation;
• Relevant experience with internationally funded projects.
• Extend working experience in a complex, international, geographically dispersed, with inter-disciplinary team environment.
• Understanding of FAO policies and programmes is considered a strong asset;
• Willingness and ability to travel to remote, rural locations, Team player
• Good communication, analytical and writing skills;
• Extent of knowledge of planning and budgetary processes and associated tools;


Selection Criteria

• Experience of working for, or in cooperation with, government institutions and private sector;
