CONTEXT

El Salvador faces significant environmental challenges due to climate change, including rising temperatures, erratic precipitation patterns, and extreme weather events. These factors harm the country's environment, economy, and social well-being. Additionally, El Salvador struggles with inefficient waste management practices, leading to pollution, health risks, and missed economic opportunities.

The Global Green Growth Institute (GGGI), in collaboration with the NDC Partnership and the Ministry of Environment and Natural Resources of El Salvador (MARN), is undertaking the “Conceptual Design and Development of Information Management Systems” project to support the country's efforts in addressing climate change. This project aims to conceptually design, develop content, and establish two critical information management systems to empower evidence-based decision-making in El Salvador. Furthermore, it will propose the governance structure of these systems to facilitate and promote support and participation from key stakeholders in the country:

  • Climate Change Observatory: This digital platform will collect, store, and analyze data on climate change and related environmental factors like temperature, precipitation, and sea levels. This comprehensive overview will empower policymakers, researchers, and civil society organizations to develop effective climate strategies.

  • Integrated Solid Waste Management Information System (ISWMIS): This web-based system will centralize data on waste generation, management, and disposal practices across El Salvador. By collecting data from waste management companies, municipalities, and government agencies, ISWMIS will inform the development of more sustainable and efficient waste management policies.

The successful implementation of these information management systems is expected to yield significant positive impacts for El Salvador:

  • Enhanced Climate Action: By being a placeholder and consolidating robust data on climate change trends and vulnerabilities, the Climate Change Observatory will empower policymakers to develop and implement targeted mitigation and adaptation strategies. This can lead to reduced greenhouse gas emissions, increased climate resilience, and improved environmental protection.

  • Improved Waste Management: The ISWMIS will provide critical insights to optimize waste management practices across El Salvador. This can lead to increased recycling rates, reduced reliance on landfills, and promote a more circular economy to minimize waste generation. This will contribute to a cleaner environment, improved public health, and potential economic benefits through resource reuse and recovery.

  • Knowledge Sharing and Capacity Building: Both the Climate Change Observatory and ISWMIS will serve as valuable learning and knowledge-sharing platforms. The data and information generated will be accessible to a wide range of key stakeholders, fostering collaboration and capacity building in the areas of climate change and waste management.

The Project Officer (Stakeholder Engagement) will play a pivotal role in ensuring the successful design and development of these information management systems, ultimately contributing to a more sustainable and climate-resilient future for El Salvador.

 

POSITION SUMMARY

Based in San Salvador, GGGI is seeking an experienced Project Officer (Stakeholder Engagement), who will develop project management excellence, build strong partnerships, guide governance and sustainability, build a high-performing unit and working within the framework of GGGI's collaboration with MARN, ensure project effectiveness. 

 

PURPOSE

The Project Officer (Stakeholder Engagement) is crucial for ensuring the project aligns with national priorities and delivers lasting benefits. S/he will lead project implementation, taking responsibility for the full project management cycle, and provide the strategic leadership and coordination necessary for the successful design and development of these information management systems.

 

ENGAGEMENT
  • Reporting responsibilities will be to the Central America Representative and Sustainable Landscapes Lead for Latin America and the Caribbean.

  • Coordinate with GGGI experts and relevant departments (Legal, HR, Procurement) to ensure high-quality delivery and compliance with GGGI regulations.

  • Laise communications within a multi-disciplinary team comprised of staff members, consultants, and firms.

  • Facilitate communication with the donor and other development partners to ensure alignment, identify opportunities for collaboration, and achieve complementary goals.

  • Lead day-to-day communication with El Salvador counterparts, including (but not limited to) the Ministry of Environment and Natural Resources (MARN), with support from team members.

  • Represent GGGI in the Project Steering Committee.

  • Develop, in collaboration with GGGI and MARN, a stakeholder engagement strategy for both the Climate Change Observatory and ISWMIS projects, ensuring all relevant parties are informed and involved.

  • Collaborate with MARN, of a proposal outlining the governance and institutional arrangements for the Climate Change Observatory and ISWMIS to promote long-term sustainability and effectiveness. 

 

DELIVERY
  • Project Management Excellence: Develop and manage a project plan outlining timelines, milestones, budgets, resources, and a risk management strategy. Oversee project execution, monitor progress, and take corrective actions as needed. Facilitate stakeholder meetings, prepare clear progress reports, supervise consultants, manage budgets, and maintain project documentation.

  • Building Strong Partnerships: Facilitate consultations and workshops to gather feedback and ensure alignment with needs and expectations. Serve as the primary point of contact for all project communications, fostering transparency and collaboration. Support the development of communications materials for project dissemination.

  • Proposal Development: Lead the development of a proposal outlining the governance and institutional arrangements for the Climate Change Observatory and the Integrated Waste Management Information System (ISWMIS), ensuring alignment with national regulations, strategies and long-term sustainability.

  • Monitoring and Evaluation: Ensuring Project Effectiveness:Contribute to developing a robust Monitoring, Evaluation, and Learning (MEL) framework to track progress, identify areas for improvement, and measure the overall impact of the information management systems. Assist with data collection and analysis to demonstrate project success and inform future climate change and waste management initiatives.

 

REQUIREMENTS
QUALIFICATIONS
  • Must be an El Salvadoran citizen or possess a valid work permit for El Salvador.

  • Academic background on Waste Management, Climate Change Transparency, Environmental Engineering, Project Management, Environmental, Economic or Social Sciences, or related field. Preferably with a master’s degree.

  • Preferred at least 5 years of experience in managing complex projects, preferably in the field of climate change information systems, information technology, waste management, climate change or environmental management.

  • Desirable experience working with the public sector or in public environmental programs and project.

  • Excellent project management skills, including planning, monitoring, evaluation, risk management, and budget control.

  • Proven experience in stakeholder engagement, proposal and technical reports development, and team leadership.

  • Experience working with government agencies and international organizations in Central America, preferably in El Salvador, is a strong asset.

  • Demonstrated experience in financial management and report writing.

  • Strong analytical and problem-solving skills.

  • Excellent communication and interpersonal skills, with the ability to build strong relationships with diverse stakeholders, including donors and other development partners.

  • Good knowledge of monitoring and evaluation systems within a performance-based management context.

  • Good understanding of IPCC terminology

  • Project Management certifications such as PMP or Prince would be a strong asset.

  • Fluency in English and Spanish is required.

WORKING CONDITIONS

The Project Officer (Stakeholder Engagement) is an X8 grade on the GGGI’s El Salvador salary scale. Base salary is determined based on the candidate's experience, academic background, and internal equity. GGGI provides 15% of base salary for a retirement plan/long-term savings plan, 27 days of annual leave, and private medical insurance with dental and vision coverage.

The successful candidate will be appointed to this project position for an initial term of thirteen (13) months. The appointment may be extended contingent upon project opportunities and funding availability.
