Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
In Indonesia, UN Women works with government, civil society organizations (CSOs), academia, the media, the public and private sectors to address national priorities of gender equality and women’s empowerment. Placing the advancement of women’s rights at the centre of our work and aligning with UN Sustainable Development Cooperation Framework (UNSDCF) 2021-2025UN Women Indonesia focuses on (1) Inclusive human development through ending violence and discrimination against women and build women’s leadership to build sustainable peace (2) Advance value-added and transformative economy by supporting women’s economic empowerment (3) Gender-responsive approach to building climate resilience and disaster risk reduction (4) Using innovation and data to leverage gender responsive governance.
Currently, UN Women is in discussions with the Ministry of Finance to form a partnership aimed at ensuring the implementation of fiscal policies that strengthen the empowerment of women in Indonesia. One of the focuses of this partnership is on gender-responsive budgeting (GRB). UN Women intends to collaborate with the Ministry in conducting a comprehensive review of the implementation of Gender Responsive Budgeting policies in Indonesia and their implications for women's empowerment and gender equality.
A Study on Gender-responsive budgeting in promoting gender equality in Indonesia.
Indonesia has been implementing gender-responsive budgeting (GRB) since the introduction of gender analysis pathway used by the National Development Planning Agency (BAPPENAS) in 1998 and the national strategy to accelerate gender mainstreaming through GRB in 2012. Over the years, several studies have been conducted to assess the effectiveness of GRB in diverse areas such as public financial management and conducted monitoring and evaluation internally and externally. However, there is a need for a comprehensive assessment on the budgeting side of GRPB using the latest iterations of gender budget statement (GBS).
This study aims to comprehensively evaluate the effectiveness of gender-responsive budgeting (GRB) in promoting gender equality in Indonesia by focusing on the following areas:
- Female Labour Force Participation (FLFP): How GRB initiatives have increased women's employment opportunities and influenced workplace policies. Data required are:
- Number of GBS and how much (data source: KRISNA)
- Number of policies/programmes in place to increase FLFP, focusing on high growth sectors
- National Labour Force Survey data will be used to identify emerging sectors supported by, if possible, administrative data from the Prakerja Program that provides detailed information on participation of job training programs
- Access to Financing: The impact of GRB on women's ability to obtain financial services and support for entrepreneurship. The data will be from:
- Numbers of financing objective
- GRB initiatives from the Ministry of Ministry of Cooperatives and SMEs
- Climate Action: Women's roles in climate change mitigation and adaptation activities supported by GRB. Data required for analysis will be from:
- Number of indicators tracked using green and gender tagging in KRISNA and other platforms
- Impact/results by the activities/planned and budgeted
- National Socioeconomic Survey data will be used to provide an overview of the areas where women are impacted by climate change
In addition to the data mentioned above, focus group discussion (FGD) with relevant stakeholders on GRB will be conducted to confirm preliminary findings from the analyses.
The Consultant is expected to support the overall partnership between UN Women and the Ministry of Finance, with a specific focus on implementing the Gender Responsive Budgeting (GRB) study as outlined above.
Duties and Responsibilities
- SCOPE OF WORK, SPECIFIC TASKS AND RESPONSIBILITIES
Under the overall guidance and supervision from the Head of Programmes and in coordination with Women’s Economic Empowerment (WEE) unit (WEE Advisor and Programme Manager) the Consultant will undertake the following tasks:
Develop Research Design/Method and Data Collection
The Consultant will be tasked to develop research frameworks, methodology and research design/concept note for the following area:
- Gender Responsive Budgeting: evaluating Gender Responsive Budgeting (GRB) in Indonesia, and collect relevant data from sources like KRISNA, National Labour Force Survey, and Prakerja Program, focusing on Female Labour Force Participation (FLFP), access to financing, and climate action.
Stakeholder Engagement Provide technical support to facilitate the focus group discussions (FGDs) with key stakeholders to validate findings and gather insights for the researches above, or as needed.
Policy Analysis
- Provide technical support to UN Women’s policy analysis based on the findings of the researches/study particularly the synthesis from the GRB study.
Reporting and Dissemination
- Draft the research reports and findings with policy recommendations.
- The consultant is expected to support UN Women in developing presentation materials to be presented to targeted stakeholders and public dissemination.
- Provide technical inputs for final publication of researches, studies and policy briefs of UN Women in the relevant subjects on Women’s Economic Empowerment as per the scope and subjects mentioned above.
Support Women’s Economic Empowerment Program at UN Women Indonesia
- Work closely with the WEE team members on any other relevant duties as may be assigned related to the Women’s Economic Empowerment programme.
- CONTRACT PERIOD AND WORK LOCATION
The period of this consultancy is from 15 August 2024 to 31 July 2025. This Consultancy is home based and will require travel as requested/approved by Programme Management Specialist/Head of Programmes.

Required Skills and Experience
REQUIRED SKILLS AND EXPERIENCE
Education:
- Master’s degree in economics, international finance, international relations, development studies, social science or related field. Relevant additional course/research on women’s economic empowerment, gender equality, financial inclusion and social inclusion is an added value. Post Graduate degree in economics/development studies will be an advantage.
Experience:
- Minimum 5 years of relevant professional work experience in policy advocacy, programme development and implementation on economic development. 3 year or more experience of gender equality and social inclusion is an advantage.
- 3 years of experience in providing advisory service/part of consulting team to the Government, International Organizations on green economy and/or sustainable finance is an advantage.
- Experience and affinity working with the private sectors, government, business coalition, research centre and solid understanding/experience of gender-related workplace policies and women-owned Micro, Small and Medium Enterprises (MSMEs).
- Relevant experience in the field of Gender Responsive Budget is an advantage.
Knowledge and Skills:
- Strong technical expertise in policy research and analysis
- Knowledge on Indonesia’s economic policy and national priorities
- Well versed in current development on innovative policy making and able to communicate effectively with government and business sectors.
Language Skills:
- Fluency in oral and written Indonesian and English is required.
- Excellent technical and analytical writing skills (to be assessed through writing sample)
