Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian network, reaching 150 million people each year through its 191-member National Societies. The Organization acts before, during and after disasters and health emergencies in order to meet the needs and improve the lives of vulnerable people. Our work is guided by seven fundamental principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices our collective vision and determination to move forward in tackling the major challenges that confront humanity in the present decade.

The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management. The Secretariat has five regional offices, as follows: Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut).

The IFRC Regional Office for Europe is the focal point for 54 National Societies of the Europe Region and has mandate for policy, operational and programmatic support to the members. The following 7 country and cluster delegations are reporting to the Regional office: Turkey CST, Greece CST, Central European CCST, South-eastern Europe CCST, South Caucasus CCST, Russia-Belarus CCST, and Central Asia CCST. The Regional Office provides coordination in disaster management, high level representation of the IFRC, advocacy and communications, National Society capacity building, and resource mobilization. A range of technical specialists work in the IFRC Office based in Budapest and elsewhere in the Region.

IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). Development of domestic resource mobilization is an essential component in ensuring that National Societies have the necessary financial resources to conduct relevant services, achieving social impact across the Europe region. Domestic resource mobilization capacity building has also proven to be a catalyst for progress in many areas of organizational development, operational relevance in addition to brand recognition across the region.

Job Purpose

Predictable and growing income (especially unearmarked) is at the heart of our strategy, enabling National Society scalability and independence in programmatic decision-making. Our primary focus is to support National Societies in building relevant Resource Mobilization (RM) capacities by promoting systemic fundraising, developing local partnerships and initiating commercially viable projects. To respond to the increasing demands in capacity building for RM, and to address the growing opportunities in Europe, the role is based in the Regional Office for Europe and as an integral part of the Strategic Engagement and Partnerships team to provide professional peer-to-peer support in domestic RM capacity building. Along with specific training opportunities, including setting-up of specific events, such as Skillshare and others.

 

Job purpose

As part of the Strategic Partnership and Engagement team in the European Region, the purpose of this role is to actively support NS in South-Eastern Europe including strategic guidance to National Societies fundraising teams, support in seed funding, action plans development and implementation support, technical assistance in resource mobilization campaigns and staff recruitment. As part of the team overseen by the Domestic Resource Mobilization Development Delegate the job holder is expected to work in silos with Corporate, Digital and Community Fundraising development delegates and support to implement IFRC Global Resource Mobilization Strategy.

The job holder will ensure strong networking internally and close coordination with other units, in particular Policy Strategy and Knowledge, Communications and Operations, to ensure well-coordinated support to European National Societies. Also, to support NSs to develop systemic income generation programmes in mass marketing, community fundraising, major donor giving and commercial income generation.

This is a full time position which can be based in Budapest.

Job Duties and Responsibilities

Key responsibilities


NS coordination in Resource Mobilization development (National Societies under Ukraine and Affected countries Appeal) (80%)

  • Provide comprehensive Peer to Peer support to European National Societies leadership and technical teams in research and knowledge gathering, strategizing, and planning, recruitment and staff development, programme implementation support, coaching and consultancy, development of fundraising materials.
  •  Lead on project management and reporting.
  • Lead on Market studies development in the NS listed above and act as a project manager for such development.
  • Provide guidance on further direction relating to fundraising development, using pre-defined plans and strategies for each National Society.
  • Actively support National Societies in resourcing their Fundraising Strategies.
  • Assemble a team of available consultants and suppliers supporting the NS in income generation channels development, track performance and ensure they deliver agreed outcomes.
  • Develop and carry out relevant training sessions relating to resource mobilization as required (for example: Fundraising Strategy development, Corporate fundraising and development, donor journey etc).
  • Work collaboratively with a network of consultants and National Society talent to enhance the ROE RMCB technical offer.
  • Work closely with the leadership of National Societies to ensure understanding of the required investments and pre- requisites at the senior level for successful development of resource mobilization activities.

IFRC GRMS implementation (10%)

  •  Support RMCB Delegate to implement the IFRC Global Resource Mobilization strategy (GRMS), in line with agreed IFRC and Movement Cooperation Principles.
  • Co-lead on the Peer Review data gathering exercise on behalf of Europe Region (related to the sub Region).

Best practices development and sharing (10%)

  • Ensure knowledge transfer in resource development across the European National Societies and European RMCB team with a view to enhancing collective fundraising performance domestically.
  • Share learning with other National Societies in the region and engage in regional and global initiatives such as the Regional Fundraising Skillshare content planning and organisation.
  • Develop case studies in individual, corporate community and other fundraising income streams and ensure experience and technical exchange opportunities for the fundraising network.

Education

Required:

  • University degree in a relevant field or equivalent experience.

 

Preferred:

  • Fundraising, marketing or business qualification.

Experience

Required:

  • At least 5 year’s professional experience in resource mobilization, partnership
    development, fundraising or any other related to the RM function.
  • Experience with domestic fundraising programs focusing on unearmarked income generation, individual giving, donor stewardship practices.
  • Experience in research and market assessment.
  • Experience of detailed campaign monitoring and analysis, including budgeting and financial control.
  • Experience of developing and implementing funding plans.
  • Experience in proposal development and report drafting.

Preferred:

  • Experience in the Red Cross Red Crescent Movement in resource mobilization and / or Organizational Development.
  • Experience of working in a multicultural setting.
  • Humanitarian or Corporate sector experience.
  • Experience of providing capacity building support in the area of entrepreneurship, marketing or fundraising
