Terms of reference for consultancy

The engagement on AA in Asia Pacific is growing with an increased need for coordination and streamlining. The Anticipation Hub as well as the Asia Pacific Technical Working Group on AA are leading these efforts and want to ensure a coherent design language across various events with visual products that create an identity. This consultancy is funded by the Anticipation Hub.

Alignment to the IFRC’s objectives and strategy
This assignment is in alignment with the IFRC’s Asia Pacific Communications Plan 2021. Maintain coordinated and effective communications supporting Red Cross and Red Crescent National Societies and operations in the Asia Pacific aimed at positioning the IFRC as a lead humanitarian agency. The Asia-Pacific Dialogue Platform on Anticipatory Humanitarian Action promotes new ways of dealing with the climate crisis, promoting and profiling the achievements of National Societies in the Asia Pacific to stakeholders in the Anticipatory Action space.

Project objectives
The purpose of this TOR is to engage a consultant experienced in illustration and graphic design to provide a visual identity to several events linked to Anticipatory Action in Asia Pacific. This consultancy supports the engagement of the Anticipation Hub, the Asia Pacific Technical Working Group on AA, and national TWGs on AA in Asia Pacific. The events are:
- South Asia Dialogue Platform on AA, 10-11 September 2024
- APMCDRR, 14-18 October 2024
- RCRC online AA event, November 2024
The deliverables will ensure a coherent design language across the various visual products that are being produced for the conferences.

Consultancy outputs
The following schedule of work and deliverables give an indication of the suggested approach and level of effort though the consultants may propose an alternative approach with justification:
- Deliverable 1: Logo

Tasks: Sri Lankan inspired variation of the standard Asia Pacific Dialogue Platform logo (Standard logo will be provided)
- Deliverable 2: 12 Logos
Tasks: Variation of the standard Asia Pacific TWG logo for the 12 national TWGs (Standard logo and concept of local context will be provided)
- Deliverable 3: Digital banners

Tasks: Design of various banners to be used for visual identity at APMCDRR and RCRC online event (Dimensions will be provided)
- Deliverable 4: Game cards
Tasks: Game cards with mythological references linked to weather and disasters (Concept and text will be provided)

Specifications:
Deliverable 1: the variation will be mainly visual

Deliverable 2: the 12 logos will have the same design but graphic elements to identify them by country.
Deliverable 3: 2 digital banners for the 2 events. The variations would be mainly in the text while the overall design would remain the same.
Deliverable 4: Game cards: there are 5 types of different cards (hazard, impact, sector, actions, readiness). Each type has the following variations:
- Hazard: 6 - cyclone, floods, drought, heatwave, coldwave, dengue
- Impact: variation only in the text
- Sector: 7 variations
- Actions: 15 variations
- Readiness: variation only in text

Method of delivery and reasons for selecting that method
Submission of final graphic designs using software such as Adobe Illustrator or similar.

Support to be provided to the consultant

The main client of this evaluation is IFRC. The consultant will report to the IFRC Regional Anticipatory Action Coordinator for any questions on the deliverables. All products arising from this consultancy will be owned by IFRC.

Job Duties and Responsibilities (continued)

Schedule for payment of fees
A lumpsum of the total amount will be paid by the end of the consultancy. The consultant will provide drafts of the deliverables according to the following schedule:
- Deliverable 1 & 4: first draft by 22 August 2024
- Deliverable 2: first draft by 06 September 2024
- Deliverable 3: first draft by 07 October 2024
The IFRC Regional Anticipatory Action Coordinator will provide comments on the drafts within one week. All final deliverables must be received within one month of receiving the comments.

Management of consultancy
The consultant will report to the IFRC Regional Anticipatory Action Coordinator for any questions on the deliverables.

Notes
The consultant will be contracted by the IFRC and the standard contractual terms will apply.

Education

Bachelors Degree or equivalent in graphic design, illustration, or related disciplines

Experience

Previous work in logo design, branding, visual identity or similar areas

Knowledge, Skills and Languages

Experience working with graphic software such as Adobe Illustrator or similar vector graphic software

Speak English
