The Role

Do you have experience ensuring sustainable financial systems and control across an organization? Do have experience in donor compliance, risk management, reporting & strategic financial planning? If so then you may be our next Finance Manager. 

 

Reporting to the Director, Accounting and Finance, the Finance Manager will support the Director, Accounting and Finance in providing financial oversight of accounting, AP/AR, audit management, and finance operations in Last Mile Health’s program in Liberia. This includes ensuring practicable and sustainable financial systems and controls to support program work in the field and to enable informed management decisions to be in place. The Finance Manager will assist the Director, Accounting and Finance in monitoring the financial management and performance of all projects in Liberia, ensuring compliance with global standards, systems, and processes as well as donors’ rules on financial management and providing strategic financial support to the Liberia Program in strategic planning, reporting, and risk management.

The Finance Manager will support field operations in ensuring funds availability to implement field activities and ensure monthly set deadlines are adhered to.

 

This position is based in Liberia and is only open to candidates who are Liberian nationals currently located in Liberia.

What you'll do

 

Operational Duties

  • Review all activity budgets submitted for proper coding, authorization, and budget availability. 
  • Review all cash, bank and mobile money payments to ensure proper budget coding are used and enforcing policies and procedures as well as Donor rules and regulations. 
  • Preparation of monthly cash forecast and submit to Finance director for review and approval.
  • Review weekly transaction postings and ensure weekly/monthly cash, bank and mobile money reconciliation are prepared. Review weekly/monthly physical cash counts. 
  • Timely submission of accurate weekly/ monthly cash count reports and cash/ bank reconciliation reports to the Director, Accounting and Finance 
  • Assist in the performance of an accurate and efficient month-end close. 
  • Preparation of monthly and other periodic financial and Donor reporting, to ensure that all reports are completed as per the internal process and to the timetable set.
  • Provide the project management team with monthly financial reports.
  • Assist the Director, Accounting and Finance in the management of statutory audit and funder audit process.

Supervision & Capacity Building

 
  • Provide technical guidance to two Finance officers in Monrovia and field offices and ensure full compliance by all LMH staff to internal control processes, whilst ensuring that policies and systems fully conform with various manuals and the applicable Liberian legislation.
  • Contribute to the development of finance and non-finance staff skills in the areas of financial policies and donor compliance. 
 
  • Regular check-ins with finance officers in Monrovia and making sure they have clear work plans, setting clear annual objectives and ensuring agreed deliverables are met and reviewed regularly.
 
  • Supervise the completeness, accuracy and timeliness of all financial reports prepared by finance officers for both internal and external purposes.
  • Oversee weekly and monthly bank, mobile money and cash reconciliations by Sr. coordinator and finance officers. 
  • Support and enhance the capacity of Finance Officers in ensuring they have the right tools to perform their duties successfully.
  • Regular visits to field offices to provide support to program teams and finance staff, in areas of internal control improvement. Make plans for refresher training on various finance policies and procedures that have a tendency of misinterpretation.
 

What you'll bring

 
  • Bachelor’s degree in accounting, Finance, or related field.
  • CPA, CIMA, ACCA (Newly qualified, finalist or its equivalent)
  • Minimum 5 years financial management experience, hands-on accounting experience required. 
  • Knowledge of GAAP and regulations affecting charities Project management, budgets, and financial reporting.
  • Professional level expertise in working with NetSuite (across currencies), and advanced level of Excel.
  • Ability to: Supervise and manage accounting department staff, multi-task, work accurately, and meet deadlines. 
  • Work as part of a team and build relationships. 
  • Implement necessary requirements to be compliant and reflect those changes in organizational policies and procedures.

You’ll impress us if you have

  • Master's degree in Finance or a related field 
  • Experience working in the INGO sector
  • Strong process orientation; ability to identify, delegate, and track process steps
  • Familiarity using Google suite (Gmail, Google drive, etc.)

The Band for this position: LBR-3

 

The salary range for this role is an annual gross of $20,862 USD to $34,771 USD dependent upon experience doing an equivalent role. Please note that compensation is subject to statutory taxes.
